  • Maf Smith
  • Development Manager
  • SCOTTISH renewables FORUM
  • Creating Jobs, Winning Hearts Minds
  • Scotland A Case Study in Generating Jobs
  • Lessons Learned

2
Introduction
  • About Scottish Renewables Forum
  • Creating the right financial and policy framework
    in Scotland
  • Next steps for the Scottish market?
  • Or
  • From the wrong climate to the right climate and
    back?
  • Linking Scottish thinking to UK thinking

3
About Scottish Renewables
  • Working since 1996 to support renewables in
    Scotland
  • Representing 100 organisations in renewables
  • Membership base across technologies
  • If youre in renewables, you need to be in
    Scotland
  • If youre in Scotland, you need to be in Scottish
    Renewables

4
The Scottish Picture
  • Long history in renewables through large scale
    hydro developed in post-war period
  • Understanding of energy and its economic
    importance
  • Early days of renewables created little incentive
for Scotland. NFFO almost proceeded without
    equivalent SRO mechanism
  • Renewables development was limited until
    devolution

5
The Scottish Picture
  • At devolution, relevant powers delegated on
  • Planning
  • Promotion of renewable energy
  • Energy Efficiency
  • Scottish Executive and Parliament have used these
    powers to good effect
  • Cross party support for renewables that has
remained fairly steady to this day

6
The Scottish Picture
  • Good understanding of energy industry and job
    benefits
  • Planning guidance issued PPG6, alongside PAN45
  • Guidance set objective framework for
    consideration of renewables
  • Framework used as inspiration for PPS 22
  • Scottish Executive generally supported by local
    authorities
  • Political appetite for renewables, and
recognition of the role of wind

7
Linking Planning to Projects
  • Co-ordination amongst industry, Executive and
    economic development agencies
  • Development of critical mass of projects entering
planning system, with developers in advanced
    discussions with manufacturers
  • This has generated interest from manufacturers
who see market finally taking off

8
The Scottish Picture
  • Enterprise agencies and manufacturers have worked
to support development of Scottish supply chain
  • Scottish companies active in the market,
    providing
  • components,
  • towers,
  • pilings
  • to Scottish, English and Irish markets,
  • ..for onshore and offshore wind

9
Economic Development support
  • Manufacturer interest led to support from
Highlands Islands Enterprise that drew Vestas
into Scotland, on the back of expectations of a
    healthy order book
  • Interest continues with
  • Cambrian setting up in Western Isles (?!?)
  • Bonus locating to Scotland for towers
  • Other manufacturers interested in potential
    manufacture/assembly

10
Vestas-Celtic example
  • Despite initial shaky start due to lower order
    book than expected.
  • Within 2 years, now employing near to 300 within
GB, vast majority in Campbeltown (Argyll)
compared with original target of 100 within 3
    years.
  • Local unemployment has fallen from 11 to 4
  • Tower manufacture working in 3 shifts, assembly
    in 2 shifts.
  • Opportunities for expansion a distinct possibility

11
Wind in Scotland to date
  • Operational 180MW (20 projects)
  • Consented 680MW (19 projects)
  • In Planning 1621MW (41 projects)
  • Pre-Planning 3400MW (45 projects)
  • Figures show potential for creating regular work
    programme
  • Clear that Scotland has a wind industry

12
Success in wind depends on
  • Ownership
  • Political will
  • Economic support
  • Long term vision
  • Clear benefits

13
Success in wind depends on
  • Benefits understood
  • Renewables seen as Scottish project
  • Who owns offshore wind?
  • Ownership
  • Political will
  • Economic support
  • Long term vision
  • Clear benefits

14
Success in wind depends on
  • Scottish politicians looking for success
  • Ensured good linkages from national to local
    level
  • Desire to see continued jobs
  • Where will political benefits of offshore wind
    come from?
  • Ownership
  • Political will
  • Economic support
  • Long term vision
  • Clear benefits

15
Success in wind depends on
  • Economic agencies can catalyse development,
support supply chain and release funding
  • What options exist regionally for offshore wind
    and economic identity?
  • Ownership
  • Political will
  • Economic support
  • Long term vision
  • Clear benefits

16
Success in wind depends on
  • Scottish Executive has set a target of 40 by
2020. This an aspiration target, but has been
matched by high level of trust from industry
  • Need to ensure offshore wind has long term
    framework?
  • Ownership
  • Political will
  • Economic support
  • Long term vision
  • Clear benefits

17
Success in wind depends on
  • Politicians need payback
  • Scotland has seen early economic benefits that
    have offset potential criticism.
  • Offshore wind needs to highlight the job benefits?
  • Ownership
  • Political will
  • Economic support
  • Long term vision
  • Clear benefits

18
Scottish Problems
  • Planning throughput not a done deal, leading to
    stop-start or boom bust concerns
  • Industry needs regular throughput to deliver work
    programme
  • Benefits need communicating to wider public who
    are passive supporters
  • Industry needs to successfully link renewables
  • Onshore wind to offshore wind to wave tidal
