Program Purpose

• The Procurement and Contract Management
  Program (PCMP) is a training and certification
  program for public sector employees.
• The Procurement and Contract Management Program
  assists staff
• to improve on-the-job performance
• at all levels of proficiency
• with all types of procurement.

Program Origin

• The 2003 Procurement Reform Framework
  recommended
• separation of governance and service delivery
  and
• competency-based expansion of procurement and
  contract management training.
• Funding and executive support received for
  development of a full-scale training program.
• Four exciting years have ensued. Program design,
  development and delivery was competed and awarded
  to a consortium led by NECI.

Corporate Learning Program Changes

• Learning Services Branch led a
  cross-government team to
• Identify the Procurement Management
  Competency Model, including learning
  specifications.
• Perform a gap analysis on the existing
  courses
• Then Only 4 courses for administrators
  and managers, covering 28 of the
  required competencies.
• Now 20 new Learning Programs and
  Certification Process for 6 key
  procurement roles at 4 proficiency
  levels, covering 100 of the required
  competencies.

PCMP Model
The PCMP is based on the Procurement Competency
Model. The model is consistent with the
corporate Core Policy and Procedures Manual.

PCMP Delivery

• A competency-based learning program that is
  accessed through a web-based learning portal.
• Uses an integrated delivery model incorporating
  different learning methods at each level, i.e.
  eLearning, instructor-led, and self-directed
  on-line learning resources.
• Uses a participant-focused learning approach with
  an emphasis towards on-the-job application.

Program Structure

• The Program has four proficiency levels that
  include varying degrees of complexity,
  criticality, applicability and decision-making.

Implementation

• There are approximately 12,000 employees
  engaged in procurement work across the BC public
  service.
• The number, level, roles and types of
  procurement vary from ministry to ministry.

Program Certification

• Completion of Levels 1 3 required for PCMP
  Certification.
• Certification recommended for Contract Managers,
  and Procurement and Contract Specialists.
• Program and Project Managers and staff, with any
  procurement and contract management
  responsibilities, will benefit from attending
  individual PCMP courses, or Level 1 or 2
  certification.

Certification Process

• The certification process
• includes training in procurement and contract
  management
• recognizes individuals who upgrade their
  procurement and contract management
  qualifications
• establishes a preferred qualification for
  staffing and development and
• provides a mechanism for competent staff to
  challenge some certification requirements.
