Track Synopsis US space capabilities are an
increasingly important contributor to the US
military. One of the key areas in which space
contributes to US warfighting capabilities is in
extending warfighting capabilities that are
highly dynamic and flexible to deployed forces in
enclaves around the world. This track will
discuss space support to the warfighter, the
LandWarNet and Joint Operations and will
illustrate how the Army leverages Joint
capabilities and benefits from the coordination
and advocacy which US Strategic Command provides
for Joint communications, battle command and
networking.

SMDC/ARSTRAT G-6 inviting co-speakers from
USSTRATCOM J66 and DISA-GE (as Systems Engineer
for SATCOM) Theme This session will discuss the
evolution from circuit-switched trunk-based
architectures to more dynamic packet-switched
use-and-release architectures. Each general
category of SATCOM (protected, narrowband,
wideband) will be analyzed to identify areas
where processes can be improved to be more
effective. Specific focus will be on Host

- Not Just a Case of Landing Rights
- Landing Rights is the Agreement Between a
Country and a Satellite Provider to Receive the
Satellites Signals in That Country - Landing Rights Are Not the Right to Own or
Operate a Satellite Earth Terminal - Landing Rights Do Not Convey the Right to
Transmit in a Given Country, Nor to Connect to
the National PSN - Landing Rights Do Not Convey the Right to Operate
a Satellite Terminal in a Given Country Without
the Countrys Permission - These and Other Approvals Are Considered a Part
of the Host Nation Agreement
11HNA Licenses VS. Authorizations
- In Most Countries, Earth Stations Have to Be Both
Authorized and Licensed - Authorization Involves Factors Such As Location,
Percent of National Ownership, and Noncompetition - Licensing is Technical in Nature, and Deals With
Parameters Such As Beamwidth, Transmission
Frequency Clearance, and Payment of Appropriate
Fees and Permissions - One does not necessarily include the other
- It is Entirely Possible to Get an Earth Station
Authorization and Never Get It Licensed by the
Host Nation - Many Times This Process Is Held up for Political
Reasons - May require Embassy Involvement

- Users submit SAR to COCOM for validation
- COCOM validates SAR using the SDB management tool
- COCOM forwards SAR to the appropriate G/RSSC for
processing - SSC reviews detailed SDB information and
communications plan to compare mission
parameters, including bandwidth, between SAR and
the SDB entry - SSC determines if the SAR can be supported or not
- SSC either denies access or allocates SATCOM
transport and issues appropriate Satellite Access
