Technical Applications
- The Stevenson-Wydler Act of 1980 established an
Office of Research and Technology Applications
(ORTA) in each laboratory to coordinate and
promote technology transfer - The Stevenson-Wydler Act made it easier for
federal laboratories to transfer technology to
nonfederal parties and provided outside
organizations with a means to access federal
laboratory developments

- Spin out (licensing) of government developed
technologies to commercial developers is a cost
effective vehicle for providing new
technology/capability to the warfighter - Tech transfer stimulates entrepreneurial culture
and generates new ideas - Partnerships derived from Tech Transfer
initiatives generate new funding opportunities - Funding from Cooperative Research and Development
Agreements (CRADAs) provides means of leveraging
scarce RD resources - Licensing of IP provides revenues (royalties) to
SSC SD and inventors

- Lab management recognized that to maximize

- Capt Flynn tasked The Legal Counsel SSC SD to
explore ways to increase licensing opportunities
from the inventive work performed at the Center - Based on recommendations from that study an
effort was launched to be more proactive in
