  • 2. Objectives of traffic policy (in HB)
  • Integration of Bremen into the region with urban
and environment friendly handling of the commuter
    and shopping traffic
  • Alleviation of the urban and long distance
traffic on the surrounding motorways and the main
roads to and from the city through effective
    traffic management
  • The part of environment friendly traffic shall be
extended and as high as possible

6
  • 3. Measures and instruments for the realisation
    of the objectives
  • A) Urban development
  • Efficient allocation and integration of
    industrial, business and housing areas
  • B) Development and promotion of PT
  • Extension and acceleration of PT and efficient
    tariff system
  • Establishment of PR possibilities in the
outskirts of Bremen with easy transfer to PT
  • Better information of passengers (real-time)

7
  • C) Road traffic
  • Conclusion of the motorway ring with A 281
  • Extension of the motorways (4 gt 6 tracks)
  • Implementation and amendment of the VMS
  • VMS for freight traffic centre
  • D) Traffic management
  • Traffic Management Centre Bremen
  • Control and management of the traffic flows
  • Efficient Use of existing capacities
  • Creation of multi-modal travel itineraries
  • E) Integration and amendment of traffic
    information services
  • Internet and other media

8
  • What is the normal situation in Traffic
    Management?
  • Several systems to monitor and control the
    traffic

12
  • Computerised operational control system (RBL)
  • Travel information systems of PT
  • Reservation systems for car-sharing
  • Different actors that administrate and operate
    the systems
  • Good co-operation cannot prevent completely time
and information lacks in the data flow between
    the different institutions

13
  • 4. Traffic management centre Bremen
  • Before the implementation of the TMC in Bremen
  • The day-to-day handling of disturbances in
traffic was managed by the local traffic centre
    operated by the police
  • The VMS were maintained and operated by a
separate section of the road administration
  • The parking guidance system was operated
separately by the BREPARK (urban maintenance
agency of the main parking houses in Bremen)
  • The travel information of PT was only provided by
the respective PT enterprises or in travel
    information web portals
  • Car-sharing was provided by the local operator

14
  • What we had to do
  • organisational examination of the responsible
institutions for a standardized database and a
    unique GIS
  • concentration of all traffic responsibility and
    information at one single place
  • Definition of the monitoring network
    (Vorbehaltsnetz)

15
  • The TMC Bremen was opened early in spring this
  • year. Until 2006 it will provide
  • The integration of all existent subsystems within
    one institution (done)
  • The monitoring of the traffic situation (done)
  • The control and influence of the traffic if
    necessary through pre-programmed functions
  • The management system for construction sites on
    urban roads and TERN

16
  • The publication of the TMC web site probably in
    2005
  • The integration of the VMS for freight traffic
    centre
  • Under construction
  • A combined VMS for the inflow from the motorways
    from Osnabrück, Hanover and Hamburg
  • Main route and alternative route to the centre
    depending on traffic load
  • Information and recommendations on PR
possibilities in case of big events in the city
    centre (Bürgerweide)

17

18
  • Co-operation with the radio and the print media
  • Co-operation with the police in the TMC
  • Further planned
  • Co-operation with public transport
  • It is planned to automate information on
disturbances in PT network (BSAG) to the Concert
System of the TMC. Important e.g. for the VMS of
the Freight traffic centre/Bürgerweide (PR) and
quicker information to PT operators about
    disturbances in the strategic network
    Verkehrsstörungen
  • Integration of the Verkehrsinfo-Bremen into the
    TMC website

19
  • 5. Temporary use of the emergency lane
  • Realised or planned to be realised on parts of
the TERN in Lower Saxony and Schleswig- Holstein
with very high traffic load and high accident
rate in holiday times, rush hours and events
  • BAB A7, Soltau-Ost Dreieck Walsrode, the only
part of the A7 between Hamburg (Maschener Kreuz)
und Hannover (Kreuz Hannover-Nord), that has not
    6 tracks
  • Information about blocking or unblocking on
prisma tables with a maximal distance of 2.000 m

20
  • BAB A 7 between Hamburg and Flensburg, 4 tracks,
from the border of Hamburg to AS Quickborn and
from AS Neumünster Süd to AD Bordesholm,
dependent on day times and traffic load
  • The information is given via variable message
signs (Prismenwendetechnik) on 26 sections of the
    motorway

21
  • 6. Integration and amendment of traffic
    information services
  • Development of multimodal traffic websites in
    Northern Germany
  • Website Verkehrsinfo-Bremen under construction,
will be integrated into the web site for the TMC
    Bremen
  • Traffic website Hamburg www.verkehrsinfo-hamburg.d
e has been piloted in 1999
  • Managed by the Ministry of Urban Development and
    Environment
  • Information is collected by the ministry and
    other participating departments, external
    suppliers, traffic service providers etc.

22
  • The information is edited in a data base, either
integrated into the service or by links to
    external websites
  • A Content-Management-System (CMS) enables
specific external suppliers to run their own site
within the traffic information service, e.g. the
police department of Hamburg provides its traffic
    preview to the public.
  • Main topics of the information
  • Road transport
  • Rail transport
  • Regional Public Transport
  • Local Public Transport
  • Air Transport
  • Ferries, ships and harbours
  • Biking and pedestrians...
