What does it cost?

• It depends on the plan for distribution. If for
  example since the only cost for the program is a
  printing cost of .05 cents per card. For example
  a state government would have an excellent means
  to distribute the cards to anyone interested,
  such as anyone filing for unemployment (they
  probably just lost their employer sponsored
  insurance), maybe the BMV, work one sites or even
  the FSSA. The average cost to create a physical
