Key Aspects of India_at_75 informing Public Debate
and Policy
India is a young country with 70 of the
population below the age of 35. To reap the
demographic dividend, The Indian National
Congress believes that there is an urgent need
to put in place an extensive skill development
programme so that the employability of the youth
is enhanced Congress Manifesto 2009 India
is currently estimated to have a total workforce
of 500 million, which is expected to grow by 20
million every year over the next 10
years. Indias demographic dividend can be
realized only if the country invests
in developing skills to make our youths
employable Presidents address to Lok Sabha

Moving Forward
18
Starting Points
  • India _at_ 75 has received broad acceptance among
  • CII leadership, YI, people at large,
    media,
  • bureaucrats, and politicians. The idea
    has Traction.
  • Indias development has been asymmetric.
    Deployment
  • of India _at_ 75 will be different in
    different States and
  • in Districts within States. We will
    start with a
  • District as the focus for deployment
    effort.
  • Highly decentralized deployment requires a focus
    on
  • quality. We need integrity to the
    concepts (non-
  • negotiables as in TQM) and unique,
    locally
  • relevant projects and priorities. It
    is National and
  • Local at the same time.

19
Starting Points
4. India _at_ 75 provides opportunities for a large
number of experiments. The type of
experiment depends our imagination 5.
India _at_ 75 deployment needs clarity to objectives
and clarity to metrics. For example
Number of children not in School.. 6.
India _at_ 75 needs continuity. Volunteers must
commit time for a period of say 2 years.
Further, we should work with teams of
Volunteers 7. Building a local Coalition is key.
Volunteers, CII, local NGOs, Bureaucrats
and Politicians must be engaged
20
Starting Points
  • Volunteers must internalize the message of India
    _at_75.
  • It is not about more of the same. It
    is about
  • Change. It is about Aspiration. It is
    about challenging
  • ground realities. It is about an
    unshakable belief
  • in India, Indians and its role in the
    world. This is not
  • for those who say I agree, but
  • 9. It is about sacrifice. It is about
    subordinating private
  • benefits to public benefits. It is
    asking what you can
  • do for the country not what it can do
    for you
  • 10. It is about celebrating our privilege.
    Privilege comes
  • with Obligations.

John F. Kennedy
