2NIH Update
3NIH Revised Notice of Award Letter On April 11,
2007, NIH announced the revision of the Notice of
Grant Award Letter, now known as the Notice of
Award Letter (NoA). NIH began the issue of the
new NoA on April 13, 2007. Notable changes are
as follows (New) PDF Attachment The revised
NoA will be attached to an email in PDF format
instead of being part of the text of the email
moving to the PDF format eliminates the excessive
white space within the NoA. This helps to
reduce the number of pages of the NoA. (New)
First Page In accordance with the NIH Public
Access Policy, http//grants.nih.gov/grants/guide/
notice-files/NOT-OD-05-022.html, a paragraph has
been included to encourage award recipients to
submit published publications to PubMed Central
(PMC).

(Updated) Section I Award Data This section
has been revised to include a new data table and
to reflect existing data in structured tables.
Specifically (New feature) Summary Total
Federal Award Amount Year table When more than
one award action is issued in a budget period
(e.g., administrative supplement through a
separate award), a table will appear when the
parent award is revised. This table will list
each award transaction separately (parent and
supplement) and provide the total cumulative
amount of federal funds awarded in the current
budget period as shown in the example below.

(Revised) Summary Total For All Years
Previously this section provided total costs
commitments for the future years, but only for
the award being issued. This section is now
revised to provide a table reflecting the
recommended total costs for the award being
issued as well as the cumulative total costs.
The cumulative costs figures will include all
supplement award actions issued for a particular
budget year as reflected in the example below.
(Updated) Section IV Spreadsheet Summary The
categorical budget data is now reflected in table
format.
6Continuation of the Extension of the NIH Pilot
Study to Shorten the Review Cycle for New
Investigator R01 Applications NOT-OD-07-058 As
part of the National Institutes of Health
continuing commitment to new investigators, a
pilot effort was begun in 2006 to allow new
investigators to have the option of submitting a
resubmission/amended R01 application for
consecutive review cycles, saving four
months. The Center for Scientific Review is
committed to continuing this pilot for the
current study sections and to the extension to
all new investigator R01 applications by the end
of 2007.
7GC Update
8NIH eSubmission Recalling your grant If you
need to change something on an application that
has already been submitted, NIH gives you the
opportunity to Recall your grant and resubmit as
a Changed/Corrected Application. However, GC
suggests that Recalling your grant application
should only be utilized to correct NIH-identified
errors. If the science needs to be changed, then
the change should be addressed to the Scientific
Review Administrator (SRA) assigned to your grant
application. eRA Commons will send an email to
the PI and to GC once the application has been
assigned to a Study Section. After it has been
assigned to a Study Section, eRA Commons will
update the on-line status of your application
with contact information for the SRA, GMS, and
PO.
9FICA RATE TABLE BASE SALARIES The FICA taxable
salary limit has been extended to 97,500 for
calendar year 2007. The tax rate remains at
7.65 on the first 97,500 and 1.45 on any
salary in excess of that level. Growth in the
limit has been set at 3.5 for subsequent years.
10Reminder When submitting an application for a
Supplement,GC still needs to review a PDS Doc
and any applicable paperwork (e.g. PC Form,
application)
11Checks and Balances
- The department should verify the accuracy of any
update/maintenance made to fund profiles, as well
as any allocations (including cost share
accounts) processed, by GC. - Departments should notify GC as soon as possible
if any errors are found or a request has not been
fulfilled satisfactorily. - GC strongly suggests that you check our work.
- Two sets of eyes are better than one!!
