- Implementation of NIH Fiscal Policy for
Non-Competing Grant Awards FY 2007 - NOT-OD-07-049
- To implement the FY2007 fiscal guidance,
non-competing research awards will be awarded at
97.1 of the FY 2007 committed level. - Future year commitments also will be adjusted
accordingly. - Non-competing awards previously issued in FY
2007 at reduced levels will be revised to restore
funds to the level indicated above. - This policy does not apply to Career Awards,
SBIR/STTRs, and Ruth L. Kirschstein-National
Research Service Award (NRSA) - Individual Fellowships Institutional Training
Grants.

- Notice of Legislative Mandates in Effect for FY
2007 - NOT-OD-07-050
- Joint Resolution (P.L. 110- 005) provides
funding for the remainder of FY2007. It also
continues the bill language from FY 2006 under
the same terms and conditions as were provided in
the FY 2006 Appropriations Act (P.L. 109-149).
Therefore, the FY2006 Legislative Mandates
continue through FY2007. - FY 2006 Legislative Mandates that remain in
effect are as follows - (1) Continued Salary Limitation (Section 204)
- (2) Anti-Lobbying (Section 503)
- (3) Restriction on Distribution of Sterile
Needles (Section 505) - (4) Acknowledgment of Federal Funding (Section
506) - (5) Restriction on Abortions (Section 507)
- (6) Ban on Funding Human Embryo Research (Section
509) - (7) Limitation on Use of Funds for Promotion of
Legalization of Controlled Substances (Section
510) - Note the provision for Purchase of American-Made
Equipment and Products found in appropriations
in previous years is not continued in FY2007.
However, grantees are reminded that any purchases
made with prior year funds (FY2004 and before)
continue to be governed by that provision. See
the Notice of Legislative Mandates for FY2004 for
additional information on that provision, NIH

Award (NRSA) Stipend and Other Budgetary Levels
Effective for Fiscal Year 2007 - NOT-OD-07-052
- The stipend levels for Fiscal Year (FY) 2007
Kirschstein-NRSA awards for undergraduate,
predoctoral and postdoctoral trainees and fellows
remain the same as in FY 2006. - Training Related Expenses on Institutional
Training Grants (including health insurance) - Predoctoral Trainees 4,200 (previously
2,200) - Postdoctoral Trainees 7,850 (previously
3,850) - Institutional Allowance on Individual Fellows
Sponsored by non-Federal Public, Private, and
Non-Profit Institutions (Domestic Foreign,
including health insurance) - Predoctoral Fellows 4,200 (previously
2,750) - Postdoctoral Fellows 7,850 (previously
7,000)
