Supporting a National Agenda of Reform
  • The JEI runs parallel to and shares dependencies
    with two existing national programs in Jordan
  • Jordans Education Reform for the Knowledge
    Economy (ERfKE) program, the largest ever
    education reform program supported and funded by
    the World Bank. The JEI is providing ERfKE with a
    rapid prototype model for discovering best
    practices and lessons learned by fast-tracking
    some aspects of the education reform
  • The National Broadband Learning and Research
    Network is a nationwide high-speed broadband
    network connecting all of Jordans public
    schools, universities, community colleges, and
    community access centers set to reach 1.5 million
    learners by 2006

Objective 1 Improve the development and delivery

  • Developing the on-line curriculum according to
    international standards with partnership with
    global partners
  • Aiming to reach a strategy for the purpose of
    learning to learning by introducing the blended
    /enrichment learning approach using the
    e-curricula
  • Enhancing the performance of the students to
    reach the international standards (TIMSS, PISA)
  • Developed a baseline data collection to be
    integrated in the monitoring and evaluation
    framework to measure the impact on the learning
    experience developed.. Moving from quantitative
    approach to qualitative assessment

Objective 2 Unleash the innovation of teachers
and students through the effective use of ICT
  • Enhance Critical thinking skills for teachers and
    students by introducing online curriculum and
    different technology models
  • Increased Students and teachers exposure to ICT
    tools in education (Ain Jalout School)
  • Introducing the different technology models
  • Launched the Student Technology Innovation Center
    (STIC) with global partners, this center will
    incorporate the new initiatives and ideas the
    teachers and students have to be introduced later
    to the learning process

  • Five companies were directly benefited
  • New Technology models were introduced to the

  • development of the information communications
    technology (ICT) sector as a key source of
    economic growth (IT companies excluding the
    country's three telecos employ around 5,000
    people, generated 130 million in revenues and
    38 million in exports, and attracted 60 million
    in foreign investments last year)

Objective 4 Leverage environment of national
government commitment and corporate citizenship
to build a model of reform
  • Kick-off of World Economic Forum
    sponsored-initiatives in 3 countries
  • Discussions with gt12 countries in region on
    expansion of model Over 46 global and local
    partners, from public and private sectors,
    actively engaged
  • Local companies are entering the international
    markets for the e-curriculum that has been
    developed

  • Over 46 Global and Local Partners from public and
    private sectors are actively engaged

Lessons Learned
  • Roles, Responsibilities and levels of
    accountability in relation to government
    department need to be early established
  • Need of regular strong communication with
    relevant parties to align activities and
    coordination for future deliverables
  • The baseline and continuous monitoring are vital
    to the existence of any initiative
  • Education system has to adapt new innovations in
    the education
  • Dissemination of information on changes to the
    education system need to be communicated to
    communities to ensure support

Lessons Learned
  • Focus on teachers success stories buy in new
    teachers to the process
  • Change Management component is very essential to
    the process and has to be introduced to the
    process from the beginning
  • Public Private Partnership (PPP) is valuable to
    the process where government can learn new ways
    of doing business, managing change and injecting
    new vision and spirit into their work
  • Early alignment of ministry and field
    requirements and JEI concepts improves progress
    and reduces confusion (Deployment Group)

Risks and Challenges
  • The deployment process of the newly developed
    curricula, teacher training, and technology in
    the 100 Discovery Schools is proving to be
    extremely complex and may require additional time
    than the originally planned
  • The World Economic Forum sponsorship to the
    initiative will most likely end in June 2006.
    The impact on future partners commitment is
    uncertain
  • Lack of clarity around future role of the JEI as
    it pertains to ERfKE and the broader social
    development agenda

Our Path FORWARD
  • Continue the implementation and roll-out of JEI
    on-line curricula across the Discovery Schools
  • Re-assess the outcomes of the JEI objective to be
    reflected in the Master Plan
  • Continue the development of innovative products
    and test the different models
  • Continuous collaboration with ERfKE Integrated
    Plan and deploy the success models on national
    level
