The Purpose
  • The purpose of the OSHA Hazard Communication
    Standard is to ensure that an evaluation is made
    of the hazards of all chemicals produced or
    imported by chemical manufacturers or importers.
    It is also meant to ensure that information about
    their hazards is transmitted to affected
    employers and employees by means of a
    comprehensive hazard communication program

Employers Responsibilities Under the Standard
  • The employer is responsible for developing and
    implementing a hazard communication program which
    contains information on the following

  • Hazard Evaluation for Materials
  • Warning Labels
  • Material Safety Data Sheets (MSDSs)
  • Employee Information and Training
  • Written Hazard Communication Program

Compliance Outline

Chemical Inventory
  • Keep an inventory of all chemicals found in your
    workplace.

MSDSS
  • Maintain a file of MSDSs for each material in
    your chemical inventory

Hazard Determination
  • Review all MSDSs labels and use instructions for
    each chemical to determine the potential hazards

Training
  • Provide Hazard Communication training for each
    employee in your work area on an annual basis.
    This training may include handling hazards of
    both routine and non-routine tasks

Documentation
  • Document all training and work activity involving
    Hazard Communication

Poster
  • Post a Hazard Communication Poster, identifying
    the contact person in each work area

Outside Contractors
  • Provide their employer with information about any
    potential hazards to which they may be exposed.
  • Request all contractors to provide MSDSs on all
    hazardous materials they introduce to your work
    environment

Labels
  • Ensure that all containers of hazardous materials
    are appropriately labeled
  • Do not remove or deface existing labels on
    incoming containers of hazardous chemicals.
  • When distributing into another container, the
    container should immediately be marked with the
    required information

Each container should have
  • Identity of the Chemical
  • Appropriate hazard warnings
  • Manufacturers name and address

    located in the staff room and in the custodial
