YTP Performance Benchmarks 05-07 Biennium
  • OVRS Application Process. As part of the
    application/eligibility determination process,
    YTP youth must be involved in developing a
    vocational goal and apply for OVRS services.
    Performance in this area will be assessed at
    three times using the following benchmarks
  • 75 of the student base will have completed an
    application for OVRS services and have an
    identified vocational goal by March 31, 2006.
  • 90 of the student base will have completed an
    application for OVRS services and have an
    identified vocational goal by January 31, 2007.
  • 100 of the student base will have completed an
    application for services and have an identified
    vocational goal by March 31, 2007.

  • Individualized Plan for Employment. In order for
    students to be successful in their transition, an
    Individualized Plan for Employment (IPE) must be
    written as soon as possible after the student is
    found eligible for OVRS services and prior to
    graduation from high school. Performance in this
    area will be assessed at three times using the
    following benchmarks
  • 70 of the student base will have an
    Individualized Plan for Employment by March 31,
    2006.
  • 80 of the student base will have an
    Individualized Plan for Employment by January 31,
    2007
  • 90 of the student base will have an
    Individualized Plan for Employment by March 31,
    2007.

  • Post School Outcomes. Students who participate in
    the YTP receive support to transition from high
    school to post school employment or other career
    related activities. The overall goal is for youth
    to be engaged at the time they exit the program
    and maintain that status over a 12-month follow
    up period. Engagement is defined as employed or
    involved in a training program that is consistent
    with the individuals abilities as identified in
    the IPE. Performance in this area will be
    assessed at three times using the following
    benchmarks
  • 70 of students who have completed the program
    will be engaged in employment or training at the
    time of exit from the program.
  • 70 of students who have completed the program
    will be engaged in employment or training 6
    months after completing the program.
  • 70 of students who have completed the program
    will be engaged in employment or training 12
    months after completing the program.

  • VRCs are experts
  • Quick and Dirty vs. Formal and Standardized?

  • Functional Capacity Limitations? How do you find
    out about these?

How Can Your Technical Assistance Team Help You?
  • From your YTP contract District shall provide a
    program progress report by March 31, 2006 and
    December 31, 2006, not to exceed two pages
  • This allows us to learn about what is and isnt
    working in ALL the benchmark areas
  • This allows you to self-evaluate how you are
    doing on this particular benchmark (i.e.
    Vocational Goal Development)
  • Quarterly Evaluation Reports
  • The active student roster has a section for
    IPE Goal Area
  • This will be another way to gauge how it is going
    for this benchmark
  • Student Entry Forms
  • Asks Initial vocational preferences/interests?
  • Initial is initial and can change, may result in
    developmental IPEs or IPEs that need to be
    amended following initial development.
  • These feedback mechanisms inform your TA team so
    we can provide timely assistance. We are only a
