Address the International Digital Divide, July

Japan has been seeking the solution to the global
digital divide focusing on 4 fields
-the formulation of ICT policy and institution
building, -the human resources development,
-the ICT infrastructure building, and -the
promotion of ICT utilization in implementing
development assistance
71st Action by Japanese Government to implement
the comprehensive policy package was to assist
the government of Indonesia in formulating the
national IT strategy during the year 2001. JICA
nominated professor Saga as the senior adviser to
undertake this work.

- Facts
- Indonesia has 86,000 villages, but some 43,000
villages (50) have no telephones (ICT).
(population 220 million) - PSTN 7 M lines, Cell phone 7 M, and Internet user
4 M. - 1996 plans or Electronic Super Highway, but not
materialized. - 90 household have no fixed line (also PC).
- More than 60 Internet Café(Warnet) are in small
islands of Java and Bali. 40 are at 17,406
islands. - 300,000 Wartel(Telephone Café).
- 2,000 Warnet(Internet Café).

- PNCC has 6,700lines, 1,137ISP access account,
2,407mobile, - 3,031CATV users(2002). (population 20,000)
- All international telecom traffic via Intelsat
satellite, (total bandwidth for international
Internet access about 1Mbps). - PNCC (monopoly telecom carrier) delivers ISP
(internet access, local-net access) via dial-up
and ADSL. - Major industriestourisum,craft
items,comstruction ,garment malking, no IT
industry (manufacturing, service industry) - CITAG(Communication Information Technical
Advisory Group) was charged with responsibilities
of ICT related issue. - A three year plan ICT-2003(short long term
action plan) was announced. - TAMC(Triper Army Medical Center)services the
telemedicine at free.
