16Discovery
Policies Intent of producer/distributor determines how easily we can discover their data. Their policies drive the level of discovery services available to us.
Meta-data Data are often findable only at the study level using broad descriptions of the study. Discovery based on characteristics of individual datasets, editions or releases would be better. Discovery at the variable level is ideal.
Access The ability to discover different kinds of access is important. Can we easily find out about all the products available, and understand the difference between them? Are some available online, some offline, some on portable media, etc.?
Partnerships If data are available from multiple distributors, our job may be made easier because of alternative functionality and access points. But we must first discover who those partners are. And we have to compare their offerings.
