CSIR ESTABLISHMENT OF BUILT ENVIRONMENTEK UNIT

2
BUILT ENVIRONMENT
  • The CSIR has embarked on a process aimed at
establishing a new unit focusing on the
development and application of research on the
    Built Environment.
  • The unit will serve to address national needs in
    the Built Environment domain, encompassing
    building, construction, transport,
    infrastructure, environmental, social and
economic sustainability as pertaining to this
    sector.
  • Intent relates to the organisations objective of
    contributing scientific and technological
expertise in areas that affect the quality of
    life of South Africans.

3
Definition of built environment
  • A complex techno-socio-economic system
    comprising
  • physical components (e.g. bridges, roads,
ports, rail, schools, healthcare facilities), and
    the
  • institutional, management and operational
relationships among these components and with
    society that it serves

4
BUILT ENVIRONMENT
  • The CSIR currently has distinct units focusing
    respectively on
  • Building Construction
  • Roads Transport Technologies.
  • It is foreseen that the formation of the new
Built Environment Unit will include RD
capabilities currently resident within these two
units, which will cease to exist.
  • The new unit will also contain research
competence at present part from the CSIRs Water,
Environment and Forestry Technology unit, in
addition to other skills sets that may be deemed
    necessary to acquire from elsewhere.

5
BUILT ENVIRONMENT
  • The built environment is viewed as a critical
    underpinning component of socio-economic
    development in any country.
  • To achieve greater impact and support to this
sector, the CSIR will, through this new unit,
consolidate and thus enhance its research
    capability.
  • More dedicated knowledge generation and
    application in relevant areas
  • The CSIR will also aim to strengthen its
relationships with both public and private sector
role players in the Built Environment domain.

6
BUILT ENVIRONMENT
  • There are number of other examples set by other
    RD organisations internationally.
  • Organisations such as TNO have similarly created
    convergent, multi-disciplinary units to better
    address economic, social and environmental
sustainability issues inherent in the domain of
    the built environment.
  • A formal announcement regarding the new Units
inception is expected by July 2005, following the
    completion of an internally-managed configuration
    process.

7
Process To Date
  • Internal process underway since January
  • Number of staff sessions and e-mails
  • Working group inputs to strategy
  • Technology road maps
  • Within framework of CSIR mandate and new
    organisational vision (B60)
  • Vision strategy RD, structure, detail
planning, staff comments, stakeholder input and
    feedback

    operations and financing,
  • appropriate and efficient components of the
    system, including human habitats, spatial
    development issues, facilities and structures,
    and
  • relevant technologies to support the above,
  • through RD, technological innovation and
