  • Title I Schools in Years 2-5 of Program
    Improvement must offer Supplemental Educational
    Services (SES).

What Does SES Mean?
  • Additional academic instruction
  • Tutoring
  • Remediation
  • Small Classes
  • Outside Regular
  • School Day

SES Content Requirements
  • Must be aligned with California state content
    standards and instructional material.
  • Must be aligned with each districts curriculum.
  • Must be research-based.
  • Must be designed to increase student academic
    achievement.

SES Eligibility
  • Only students who are low income are eligible.
  • To decide whos low income, use same method for
    allocating Title I, Part A funds among schools
    (e.g., eligibility using free or reduced price
    lunch information).

Funding
  • Unless a lesser amount is needed, an LEA must
    spend up to an amount equal to 20 percent of its
    Title I, Part A allocation, before any
    reservations, on
  • 1. Public school choice-related
  • transportation (choice)
  • 2. SES or
  • 3. A combination of (1) and (2).

Funding (continued)
  • To meet funding requirements, an LEA can use
    non-Title I funds (i.e. other federal, state,
    local, and private sources) to meet Choice and
    SES requirements.

SES Per-Student Rate
  • The statute sets expenditure for each student at
    the lesser of
  • LEA's total Title I, Part A allocation, divided
    by number of children aged 5-17 from families
    below the poverty level
  • or
  • Actual cost of services a student receives.

Choosing SES ProvidersRemember Parents Choose
Providers!
  • LEAs identify each SBE-approved provider willing
    to serve the district
  • LEAs notify parents annually before the beginning
    of the school year about the availability of SES.
  • LEAs share provider information so parents can
    choose
  • LEAs enter into a agreement/
  • contract with providers selected by parents.

  • LEA must develop individual student learning
    plans in consultation with SES providers, parents
    and students, if appropriate.
  • Plan must include the following elements
  • Achievement goals specific to the students needs
  • How the students progress will be measured

  • When students progress will be measured
  • Timetable for improving achievement
  • For a student with a disability, these items must
    be consistent with his/her IEP.

  • LEA must ensure each parent/
  • guardian has a copy of his/her
  • childs individual learning plan.
  • Appropriate SES provider and
  • pertinent LEA staff also should receive copies
    of the individual student learning plan.
