- Policy letter requiring Local Educational
Agencies to raise Choice and SES enrollment or
face penalties. - Parent notification letters were late and/or
failed to include the required elements of the
law. - Sufficient funding was not appropriated in the
budget for services.

- Local Educational Agencies notify parents of
choice and SES options in a way that is timely,
clear, unbiased, and contains all the required
information. - Local Educational Agencies set aside an amount
equal to 20 of their Title IÂ allocation for
choice related transportation and/or SES and to
spend that amount unless demand for services does
not require full funding. - Withholding all or a proportionate amount of
funding related to the seriousness of the
violation.

7Highlights for 2005-06 Evaluation
- 45 LEAs -- 25 School Districts and 20 Charter
Schools (214 buildings) were eligible to offer
SES programming. - 26 LEAs provided services to students.
- 12 LEAs reported no parents responded.
- 6 LEAs did not offer.
- 1 LEA was granted appeal.
8Highlights for 2005-06 Evaluation
- 117,984 students were eligible based on free or
reduced lunch status. Lunch status was missing
for a few schools. - 4213 students received services through approved
SES providers
9Highlights for 2005-06 Evaluation
- 75 agencies provided services this year of which
39 also provided services last year. - Progress determined using both provider and LEA
assessment data. - SES analysis complete, final report pending.
10Highlights for 2006-07 Evaluation
- Data will be due the last Friday in May.

- Student Demographic data must be submitted for
all students in SES building. - SES data collection and directions for all LEAs
district and charter schools will be posted

12LEA Responsibilities
- SES provides after school interventions for low
income students to increase academic achievement
in reading, language arts, and mathematics. - When more students request services than the
school district can fund, priority is placed on
serving students who are the lowest achieving. - Test Score

13Funding SES
- Up to 20 of LEA Title I allocation shared by SES
with choice-related transportation costs. - LEA per-child allocation is determined by census
or actual cost of services.

16Agreement with LEA
- Statement of specific achievement goals for the
student, how progress will be measured, and

provider is unable to meet goals and timetables. - Provision for payments to the provider by the
LEA. - Prohibition of disclosure to public the identity
of any student eligible for, or receiving, SES.

21Evidence-Based Tutoring Model
- The Department provides a list of evidence-based
tutoring programs to aid districts/providers in
selecting an appropriate tutoring delivery
system. - Model must be of sufficient intensity to provide
an effective program, including the number of
hours per session, the number of sessions per
week and the programs duration in weeks
22Location of Services

- Location of agency must be current with LEA and
state - Location of service must be in an area safe for
students - NO IN-HOME TUTORING

23Verification of Services
- Providers verify attendance with student
signatures and receive payment after students
receive services. Invoices must be accurate. - NO PAYMENTS PRIOR TO SERVICES.
- Agreement defines the frequency and procedures of
payment.
