- Common European Framework of Reference for
Languages
2The CEF is a Europe-wide standardized evaluation
tool for language skills. It is a key reference
document and valuable tool for educational and
professional mobility. It is available in more
than 30 languages and contains the evaluation
scheme for all languages that can be learned.
3The CEF describes what a learner is supposed to
be able to do in reading, listening, speaking and
writing at each level in detail.
4The Common European Framework divides learners
into three levels A Basic User A1
Breakthrough A2 Waystage B Independent User
B1 Threshold B2 Vantage C Proficient User
C1 Effective Operational Proficiency C2
