(2000) and the Open Method of Coordination (OMC)
in the field of social inclusion. - Intention Steps must be taken to make a

Level 1 At-risk-of-poverty rate (total
population) Share of persons with an
equivalised disposable income below 60 of the
national equivalised median income. Equivalised
median income is defined as the household's total
disposable income divided by its "equivalent
size", to take account of the size and
composition of the household, and is attributed
to each household member.

at-risk-of-poverty rate Share of persons with an
equivalised disposable income below the
risk-of-poverty threshold in the current year and
in at least two of the preceding three years. The
threshold is set at 60 of the national median
equivalised disposable income.

Level 2 ACCESS TO LABOUR MARKET Long-term
unemployment rate Long-term unemployed (12
months and more) persons are those aged at least
15 years not living in collective households who
are without work within the next two weeks, are
available to start work within the next two weeks
and who are seeking for a work (have actively
sought employment at some time during the
previous four weeks or are not seeking a job
because have already found a job to start later).
The total active population (labour force) is the
total number of the employed and unemployed
population. The duration of unemployment is
defined as the duration of a search for a job or
as the length of the period since the last job
was held (if this period is shorter than the
duration of search for a job).

Level 2 OTHER ASPECTS OF SOCIAL EXCLUSION
Early school leavers not in further education
or training Early school leavers refers to
persons aged 18 to 24 in the following two
conditions the highest level of education or
training attained is ISCED 0, 1 or 2 and
respondents declared not having received any
education or training in the four weeks preceding
the survey (numerator). The denominator consists
in of the total population of the same age group,
excluding no answers to the questions "highest
level of education or training attained" and
"participation to education and training". Both
the numerators and the denominators come from the
EU Labour Force Survey
