- The RDW is the vehicle authority in the
Netherlands, monitors the safety and - environmental aspect of motor vehicles
- The main tasks of the RDW are
- Admittance of road vehicles
- Surveillance and inspection
- Registration and provide information to the
public and private sector - Issuing registration documents
- Registration of driving licenses
- Registration of liability insurance for road
vehicles - The RDW also registers fast motorboats and issue
registration documents

6How does the RDW participate in cooperation with
the private sector?
- National Vehicle Crime Information Centre (LIV)
- LIV is a joint initiative of the Centre for
Vehicle Technology and Information (RDW), the
National Police Forces (KLPD) and the Missing
Vehicles Register (VbV). LIV is the only body
in the Netherlands in which public and private
parties cooperate in the fight against vehicle
crime. - The Foundation for Tackling Vehicle Crime
(st.AVC) - The Insurance Bureau Vehicle Crime (VbV)
- All three of these organization also have a
important role in the crime fighting against
stolen recreational boats - Several periodical meetings with private and
governmental parties of interest -

7How does the RDW participate in cooperation with
the private sector? (2) Some examples
- National Vehicle Crime Information Centre
(LIV)Working closely together with the special
anti craft theft unit (LAVA) of the Police.
(information interchange). - The Foundation for Tackling Vehicle Crime
(st.AVC)The foundation runs a project on unique
identification of recreational boats and the use
of the CE mark. - The Insurance Bureau Vehicle Crime (VBV)The
Bureau enables the insurance companies to
register missing vehicles in the registers of the
RDW. - The bureau runs a special website for reporting
stolen or missing boats.

8Current situation of boat registration in the
Netherlands
- Only fast (gt 20 Km/h) motorboats (recreational
use) are registered in a special stand alone
register at the RDW - Other boats like sailing boats or yachts, slow
motorboats, etc. are not registered - Information in this register is unreliable
because - No controlled input in the register
- The data input of the register is to be
determent by the owner and there are no
verification possibilities - When a boat is sold, the new owner starts a new
registration instead of change the current
registration (transfer) - The unique identifying data is optional because
older boats dont have a CIN or HIN - A lot of private initiatives to register boats on
a voluntary basis - www.botenregister.nl, www.intresy.com,
www.opsporingsregister.nl, www.stolenboats.nl,
www.isgestolen.nl, etc

9Possible improvements in boat registration
- Improving central registration of recreational
boats - Better legislation regarding registration
- Better availability of information on stolen
boats for law enforcement - Involving the boat manufacturers, importers,
resellers and service points - A unique identification protocol like HIN for
older boats - A registration liability for recreational boats
- Good definition of boat types (what is a fast
motorboat?)

10Registration of stolen boats
- Registration of stolen boats private initiative
by VbV (www.isgestolen.nl) - No direct connection to the police officers in
the field - The RDW has a central register for stolen
non-registered goods (bicycles, work material and
agricultural tractors - This RDW register has a good and existing link to
the police officer in the field - VbV and the RDW are going to run a project to
connect these two registers - The result will be that a stolen boat reported
to the VbV will be send to the RDW central
register on this instance the information is
available for all the police officers in the
field.

12How do we try to achieve better registration?
- The improvement will be done in two steps
- In cooperation with VbV we are going to run a
project to transfer the reported stolen boat to
a central register and make this central register
available to the police. - Collectively give advise to the Ministry of
Transport and Water Management on how the
registration system can be improved. This is done
by the insurance companies, recreational boat
sector, police, RDW etc. This advise has
contributed to commitment off the secretary of
state of the ministry of Transport an Water
Management that she will soon take a decision on
the improvement of the registration system
