GSA Federal Supply Schedule

• It is a government wide contract issued by GSA
  where goods and services can be ordered by
  federal agencies from multiple vendors
• NISH has two contracts and three business lines
  on the FSS Document Destruction, Supply Chain
  Management, and Logistics Management and Support
  Services

How the FSS Works

• Federal agency places a RFQ or RFP on the GSA FSS
  seeking competitive quotes from vendors on the
  FSS
• The time frame for response to quotes may be as
  short as 2-3 days or longer
• Most federal agencies generally obtain at least
  three quotes and make a procurement decision
• NISH Business Development works with FSS National
  Contracts Mgr. to develop FSS opportunities
• NISH will only pursue FSS opportunities where the
  federal customer agrees to convert to AbilityOne
  set aside

Supply and Value Chain Management Services

• Operation of warehouses, stockrooms, storage
  facilities or depots fulfillment systems and
  operations platform management information
  logistics processing systems analysis design, and
  implementation staging, shipping, receiving,
  packing, crating, moving and storage

Operations and Maintenance Logistics Management
and Support

• Operations Maintenance Logistics Management and
  Support Services.  The purpose of this SIN is to
  provide a turnkey/total solution in support of a
  logistics function. Under the turnkey solution, a
  combination of support services may include, but
  are not limited to janitorial services,
  maintenance, trash disposal, laundry, mail
  routing, guard, reception and related services.

Document Destruction

• Includes shredding classified and unclassified
  materials incinerating paper documents, maps
  blueprints, catalogs and disintegration of
  microfilm, microfiche, ID cards, VHS tapes, and
  certain electronic storage media

Selection of NPA for FSS

• Source selection for the FSS will be in
  accordance with the B-1 Development Distribution
  Process
• In accordance with the B-1, Regional Executive
  Directors retain primary responsibility to
  distribute, transfer, and assign opportunities to
  NPAs

NISH AS Prime

• NISH is the Prime Contractor on FSS opportunities
• The selected NPA will be the subcontractor and
  carries out the services on behalf of NISH
• NISH National Contracts Manager responds to the
  RFQ or RFP with pricing input from the selected
  NPA and NISH Region Business Development and/or
  National Business Development
• If NISH wins the bid, the NPA completes
  subcontractor agreement and NISH National
  Contracts Manager completes required contract
  documents. The NPA bills NISH for services and
  NISH in turn bills the federal customer

Contract Start Up

• Site Visits prior to and during the start up of
  contract
• Ongoing follow-up with the Federal customer and
  NPA to make sure that the transition on the new
  contract is successful

FSS PROCESS

• The Procurement List Addition Process is the same
  as any contract opportunity
• The Impact Analysis with the Committee is
  completed first
• The PL Package is submitted to the Committee for
  review and approval
• The service is added to the PL in accordance with
  the rules and procedures of the Committee

• NISH South Region had a total of seven projects
  that were placed on the FSS and all have been
  added to the AbilityOne Procurement List total
  of 55 Jobs and over 3.1 million dollars in
  annual sales.

NISH NIB Collaboration

• The NISH South Region collaborated with NIB on an
  Administrative Support Services contract
  opportunity with HUD on multi-state locations.
