2HISTORY OF HHS
- The Cabinet-level Department of Health, Education
and Welfare (HEW) was created on April 11, 1953,
during President Eisenhowers administration. - In 1979, the Department of Education Organization
Act created a separate Department of Education.
HEW became the Department of Health and Human
Services (HHS) on May 4, 1980. - HHS is the U.S. Government's principal agency for
protecting the health of all Americans and
providing essential human services. In todays
world HHS participates on a global basis.
3ROLE OF HHS
- With over 300 programs valued at approximately
660 billion, HHSs mission includes a wide range
of human issues, including substance abuse,
Medicare and Medicaid, childrens health, health
disparities, disease prevention and health
promotion. - One of the leaders in preparing for any potential
bio-terrorism threats, President Bush signed
Project Bioshield into law, charging the
government with providing incentives to the drug
industry for research and development of
antidotes to various chemical and biological
weapons.
4ROLE OF OSDBU
- Established in October 1979, OSDBU develops and
implements outreach programs for the small
business community. - Outreach efforts include small business fairs,
procurement conferences, trade group seminars,
conventions and forums. - As stated in the Small Business Act, ALL small
businesses shall have maximum practicable
opportunity to participate in providing goods
and services to government. Our Department is
committed to that policy!

23BUSINESS BASICS
- Do your homework (in Federal procurement, it is
worth substantially more than 50 of the
grade)! Find out who is buying what you are
selling and how they are buying it. - Focus on a limited number of targets, take dead
aim and allow plenty of time for relationship
building. (18 24 months) - Maximize your resources and ours. If you can
solve our problems, know what they are if you
can satisfy our needs, know what they are. Be
prepared.

buy are developed by Program Offices (they have
the money), not Contracting or Small Business
Offices. - (2) There is NO SUBSTITUTE for personal contact
- (3) It may be necessary to educate the customer
- (4) Be prepared to accept VISA or MC card
- (5) Maintain an accurate website
25MARKETING PROCESS
- Without Program Office connections, contact
Departments Small Business Specialists or the
OSDBU Office, as YOUR first step. - Be willing to pursue smaller acquisitions
(simplified acquisitions under 100,000) as a
start. - Get on GSA Schedule.
- Build subcontracting/teaming arrangements with
existing prime contractors. This is essential to
survival in todays world.
