PURPOSE

• To provide an overview of the Marine Corps War
  Reserve Program and to discuss the capability
  provided by the War Reserve System (WRS) to
  support the process for development of
  requirements supported by war reserve policy.

Definitions

• War Materiel Requirement (WMR) - The total Marine
  Corps requirement of equipment and supplies to
  train, equip, field, and sustain forces in combat
  based on the requirements of the individual
  MEF's, to include assigned SMCR units.
• Peacetime Force Materiel Requirement (PFMR) - The
  materiel required to support day-to-day
  operational and training requirements of both the
  active and Reserve forces as well as the
  supporting establishment. It includes peacetime
  operating stocks and T/E materiel.
• War Reserve Materiel Requirement (WRMR) - That
  portion of the WMR required to be on hand on
  D-day. This level consists of the WMR less the
  sum of the peacetime assets assumed to be
  available on D-day and the war materiel
  procurement capability. (JCS Pub 1-02). The WRMR
  represents the supplies and equipment necessary
  to sustain MAGTFs for a distinct period of time
  based on projected employment scenarios in
  support of operational requirements or for
  budgetary purposes.

DoD War Reserve Policy
"War Reserve Materiel Requirements (WRMR) shall
be computed, and war reserve materiel shall be
acquired in peacetime sufficient to attain
operational objectives for scenarios and other
stockage objectives approved for programming in
the Secretary of Defense planning guidance."

DoD WRMR Computation Policy

• Secondary item WRMR shall be computed to meet the
  operational requirements of the planning
  scenarios approved in the Secretary of Defense
  Planning guidance.
• Principal and end items WRMR shall be computed as
  part of the Component's acquisition strategy.

Marine Corps WRMR Recomp Policy
Annually, a War Reserve Materiel Recomputation is
coordinated by COMMARCORLOGBASES with the
Operating Forces so that a planning baseline for
the WRMR can be developed. This process
determines the Force Held and In-stores
requirements and asset posture/location and thus
has a significant impact on operational planning
and execution, as well as the support of the POM
preparation. CMC (LP) provides initial guidance
relative to the logistics planning factors for
each MEF and MARFORRES as well as the assumptions
to be used.

Marine Corps policy for Reserve In-Stores
During peacetime, units of the Marine Forces
Reserve (MARFORRES) hold only a portion of their
authorized T/E materiel due to training
requirements and both storage and maintenance
support restrictions. This quantity is called
the SMCRs Training Allowance (T/A). The T/A is
established by COMMARFORRES based upon approved
T/Es. The balance of the SMCR T/E that is not
held by the SMCR, is called In-Stores Issue which
is controlled, registered, and stored as Purpose
Code C by COMMARCORMATCOM

Summary
By policy, Marine Forces deploy with
sufficient equipment and supplies to support up
to 60 days of combat operations. The WRS
provides a tool to ensure a reasonably accurate
projection of equipment and supply requirements
to support budget estimation and CINC Oplan
requirements development.
