Aims and Objectives

• Establish current operations of exemplar ELMs
  with regards to process management, supporting
  technology and quantifiable benefits.
• Identify the costs and benefits, as well as
  enablers and barriers to the adoption of the ELM
  model for both small and large carriers as well
  as shippers.
• Design a framework for ELM with appropriate
  control and coordination mechanisms, and identify
  requirements for shippers and carriers to use
  them.
