LOGISTICS CENTRES, TRANSPORT CORRIDORS AND
NETWORKS IN THE NORTHERN AND EASTERN BSR
PRESENT PLANNING CHALLENGES Hanna Perälä,
Centre for Maritime Studies Final NeLoC
Conference, January 15th 2004, Turku, Finland
2
Background information
Finnish Case Study in WP 1 Planning of
Logistics Centres Joint study made by three
NeLoC partners in Finland Centre for Maritime
Studies, Centre of Expertise in Southeast
Finland and City of Kemi / Meri-Lappi
Institute Sources used previous studies, www,
interviews, NeLoC experiences Will be
published as a part of the WP 1 Final Report,
Vol. II
3
Ideas behind the study
LCs located along developing and competing
transport corridors --gt what planning challenges
this creates? --gt are there too many or too
little LCs? --gt analysis on MACRO LEVEL
4
Purposes of the study
1. Collect information of transport corridors
(background information) 2. Analyse the position
and role of each LC in the whole
transportation network and in the network of
LCs 3. Identify planning challenges related to
corridor development 4.
Analyse the development prospects between LCs
linked to the development of corridors
5
Geographical focus on Northern and Eastern
Baltic Sea Region
Sweden Finland Estonia Latvia
Lithuania
6
Transport corridors analysed in the study
Nordic Triangle in Sweden E18 in Finland
(part of corridor IX A) Salla corridor
Corridor I (Via Baltica) Corridor IX in
Lithuania
7
Corridor descriptions include
all transport modes...
road
rail
sea
air
pipeline
and description of the regions

LC plans in the Baltic States
Estonia Muuga Industrial Park,
Kunda Latvia Venspils, Liepaja Lithuania Klai
peda, Kaunas, Vilnius, Panevezys
11
LC-plans in Estonia Muuga and Kunda
Muuga Industrial Park - Muuga Harbour is a part
of the Port of Tallinn, east of the city - bulk
cargo and oil - investments of gt 200 M before
2007 - development of logistics and industrial
park, 55 ha - industries and production
12
LC-plans in Estonia Muuga and Kunda
Kunda - focused in the development of the port of
Kunda, owned by Kunda Nordic Tsement - Kunda
Nordic Tsement ordered a LC-study from Tallinn
Technical University in 2003 - logistics centre
of NE Estonia
13
LC-plans in Latvia
Ventspils Industrial Park - Free Port, plans to
establish manufacturing/value-added operations to
complement the container terminal - feasibility
study, business plan and technical drawings have
been made - development plans also for Ventspils
Airport, run by the City of Ventspils Liepaja -
promoted by Solo-L logistics company, located in
Liepaja Special Economic Zone - aims at
establishing a multimodal LC
14
LC planning needs and challenges
1. Transport infrastructure planning 2.
Environmental protection and LC development 3.
Attracting industries to a LC area 4. Planning
challenges related to corridor development -
competition - need for co-operation -
possibilities for new LCs
15
1. Transport infrastructure planning
Planning systems and co-operation spatial
and transport planning Example of
infrastructure development projects E18
region in Finland Role of municipalities in
the development of LCs co-operation and
municipal companies, port co-operation
(Copenhagen-Malmö vs. Finland)
16
2. Environmental protection and LC development
Environmental protection, industrial activity
and transport often contradictory
Environmental land use conflicts Natura 2000
areas vs. areas suitable for logistics operations
(Turku region, Vuosaari Harbour Project)
Important planning challenge especially for LCs
in the Baltic States
17
3. Attracting industries/businesses to a LC area
- Economical development has effect on companies
investment will - Most LCs aim at attracting new
companies - Target industries and businesses
mainly value-added logistics and high-tech
(Turku, Aviapolis, Arlandastad) also
manufacturing, especially in the Baltic States -
links to the main transport mode of the LC
18
4.1 Competition between LCs Does not seem
to exist between Finnish LCs Aviapolis -
Arlandastad - Copenhagen Airport Competition
between ports and LCs located near ports
Kaunas - Vilnius/Panevezys?
19
4.2 Need for co-operation in LC regions and
between LCs
Strong need for co-operation in Finland
Division of labour might be considered in the
Baltic States at early stage of development
NeLoC has established a co-operation network
(LC-Forum) need for enlargement and continuation
20
4.3 Possibilities for new LCs in the Northern
and Eastern BSR
Sweden - Gothenburg, Stockholm, Malmö, Jönköping,
Norrköping Finland - Hardly demand for new
similar LCs Estonia - Tallinn Latvia - Port
cities of Ventspils, Liepaja and also
Riga Lithuania - Klaipeda, Kaunas, Panevezys and
Vilnius
