2
Topics
  • EMC Standards
  • EMC Approval Processes
  • FCC Enforcement

3
EMC Standards
4
Emissions Standards
  • Title 47 CFR Part 15
  • Power line conducted emissions limits
  • 150 kHz to 30 MHz
  • Equivalent to CISPR 22 limits
  • Radiated emissions limits
  • 30 MHz to as high as 40 GHz

5
Radiated Emissions Limits - 1 GHz to 6 GHz
6
Test Methods gt 1 GHz Key Differences
  • Antenna height scans
  • FCC 1 to 4 meters with antenna pointed at EUT
    in azimuth and elevation
  • CISPR 22 no height scan unless EUT too tall to
fit in beam width of the antenna, then only scan
to top of EUT or 4 meters, whichever is lower
    (CISPR 16-2-3, section 7.3.6.1).
  • Upper frequency limit (max clock gt 1 GHz)
  • FCC 5th harmonic of highest clock or 40 GHz,
    whichever is lower
  • CISPR 22 5th harmonic of highest clock or 6
    GHz, whichever is lower

7
Test Methods gt 1 GHzKey Differences
  • Test Environment
  • FCC OATS or alternate site meeting NSA below 1
    GHz
  • CISPR 22 reflection free environment as defined
in section 8 of CISPR 16-1-4

8
Immunity
  • Immunity
  • No requirements in the US
  • Other countries
  • CISPR 241997
  • EN 550241998

9
Testing in Thailand for US (FCC)
10
FCC Approval Processes
  • FCC has three possible approval processes
  • Verification
  • Certification
  • Declaration of Conformity

11
FCC Rules, Part 15.101(a)
  • Lists authorization process required for various
    products
  • Key products for ITE
  • Class B PC or peripheral Cert or DoC
  • CPU boards or internal PS Cert of DoC
  • PC assembled from parts DoC
  • Class B external PS Verification
  • Other Class B devices Verification
  • Class A digital devices Verification
  • Intentional radiators (most) Certification

12
Verification
  • Any lab, anywhere
  • Manufacturer must be satisfied lab meets FCC
    requirements
  • No paperwork with FCC
  • Appropriate label on product and text in manual
  • Used mostly for Class A computing devices

13
Certification
  • FCC listed lab, anywhere
  • Lab submits data on facilities and test equipment
  • FCC approves and adds lab to list
  • Submit application to Conformity Assessment Body
    working for FCC
  • Receive Grant of Equipment Authorization from
    CAB, label product
  • Used for Class B computing devices and low power
    radio transmitters

14
Declaration of Conformity
  • ISO/IEC 17025 accredited lab
  • Lab in country where
  • Government to government MRA
  • e.g. FCC to 2nd country national regulator
  • Lab accrediting body to lab accrediting body MRA
    acceptable to FCC
  • NO MRA exists between the US and Thailand at this
    time
  • No paperwork with FCC or CAB
  • Label product

15
FCC DoC Laboratory Accreditation
  • 47CFR2.948(e) The accreditation of a laboratory
located outside of the United States, or its
possessions, will be acceptable only under one of
    the following conditions
  • (1) If the accredited laboratory has been
designated by a foreign designating authority and
recognized by the Commission under the terms of a
    government-to-government Mutual Recognition
    Agreement/Arrangement or
  • (2) If the laboratory has been recognized by
the Commission as being accredited by an
organization that has entered into an arrangement
    between accrediting organizations and the
arrangement has been recognized by the
    Commission.

16
Enforcement
17
Market Surveillance
  • FCC samples the market by various means
  • Media advertising review
  • Trade shows
  • Store displays
  • Interference complaints (rare)
  • Competitor complaints
  • FCC requires vendor to send sample for testing
  • Vendor pays shipping both ways
  • No cost to government
