- Disaster Resistant Community is one where
significant steps and measures have been made to
reduce the communitys risk to all types of
potential hazards. - Two of the more significant steps in creating
such a community are - Hazard Vulnerability Analysis (HVA)
- All Hazard Mitigation Plan (HMP)

- Hazard Vulnerability Analysis (HVA) is an
analysis of the various types of hazards which
have occurred in the past and/or which could
occur in the future and which threaten lives and
property in the county. - Examines the probability of hazards
- Examines the risk presented
- Examines the preparedness of local emergency
response forces

- HAZARD is an event with the potential to cause
fatalities, injuries, as well as environmental,
property, and infrastructure damage, other
losses. - HAZARD IDENTIFICATION is the identification of
the hazardous events which have occurred (or
could occur) in the county.

- RISK ASSESSMENT PRIORITIZATION a
process for evaluating the priority associated
with a specific hazard and defined in terms of
its probability and its level of risk when
compared to the communitys level of

- Hazard Mitigation can be defined as any action
which is undertaken to reduce or eliminate the
long-term risk to human life, property and the
environment from the harmful impact of all types
of hazards which pose a threat or potential
threat to the county

defined as a variety of measures intended to
protect the county from, or minimize the impact
of, the hazards which may threaten it and include

restoring natural areas or other important
natural functions such as floodplains,

- Goal is a positive statement which covers a wide
portion of the community and supports more than
one local interest to achieve a desired end. - Goals need not be achievable.
- Goals need not be measurable.
- Goals need to conform to and/or enhance the
countys mission statement.

are to be implemented to achieve a goal. - Objectives need to be measurable.
- Objectives need to be achievable.
- The responsible party(s) need to be identified.
- The completion date should be identified.
- Other agencies which can assist should be
