Definition

Single Electronic Window is, according to the
Recommendation No. 33 of the United Nations
Centre for Trade Facilitation and Electronic
business (UN/CEFACT), described as

facility that allows parties involved in trade
and
transport to lodge standardised
information and documents with a single entry
point,

• to fulfil all import, export and transit-related
• regulatory requirements.

Short-term solution (pilot project)

• In the pilot project, users of Single Electronic
  Window will be Customs Administration, Plant
  Protection Administration, Veterinary
  Administration and forwarding agents.

Long-term solution
Solution following the pilot project will include
all stakeholders involved in the customs
procedure.

Primary Project Goals

• Primary goal of the project is to increase
  efficiency and accelerate procedures at the
  border and within the territory of the Republic
  of Serbia for transit, import and export of
  goods.
• This will be accomplished by allowing traders
  involved in trade and transport of goods to lodge
  standardised information and documents with a
  single entry point, fulfilling the legal
  requirements whose enforcement is controlled by
  Customs Administration of the Ministry of Finance
  and Ministry of Agriculture, Forestry and Water
  Management (Veterinary Administration and Plant
  Protection Administration) during import, export
  and transit.

Specific goals

• Provide IT support for all business processes to
  facilitate import and export for forwarding
  agents, inspection services and customs service
• Accelerate procedures
• Eliminate paper documents in all processes where
  that is possible in respect to the current law
• Reduce administrative work (data entry) by 4
  times
• Creating preconditions for participation of all
  other stakeholders by implementing the project
• Allow parties to have insight into the status of
  their electronic declaration
• Allow parties to submit the documentation in
  advance, which in case the documentation is
  incomplete, will allow them to be informed about
  it in time and able to complete the documentation
  before reaching the border
• Facilitate tax collection
• Ensure conditions for better cooperation between
  Customs Administration and inspection authorities

Indicators

• Average time of vehicle delay at the border
  decreased and vehicle flow rate increased by 10
• 80 of paper documents eliminated
• Decreased number of vehicles waiting/being
  returned because of the incomplete documentation
• Ministry of Agriculture is electronically
  connected to Customs Administration
• Customs Administration and Ministry of
  Agriculture perform electronic exchange of
  documents
• Traffic light which indicates declaration
  status is functional
• Solution for electronic tax collection is
  prepared and will be implemented in the second
  phase of the project

Activities within the pilot project

• Accomplished work results
• Project team formed and functional, composed of
  representatives from the participating
  organisations
• The work group has prepared the new joint work
  technology within the Single Electronic Window
  pilot project
• Mapping of existing processes has been prepared,
  as well as mapping of future processes within the
  new work technology
• Data Model for the Single Electronic Window has
  been prepared
• Upcoming activities within the pilot project are
• Creating documentation for the software and
  consulting services procurement
• Design of the solution, consistent with the new
  work technology and defined processes
• Testing, user training, solution integration,
  documentation
• Establishing a way to incorporate administrative
  tax collection procedure into the Single
  Electronic Window environment in cooperation with
  the competent authorities
• Selecting the Trade Organisation representative
  to participate in the pilot project

Activities following the pilot project

• Incorporate electronic signatures after root
  certification authority is established and
  issuing of certificates has begun,
• Implement work technology within the framework
  defined by the pilot project in the Single
  Electronic Window environment into all
  organisational units of customs service and
  inspection services within the state territory,
• Apply e-clearance procedure to all authorized
  customs procedures and other activities included
  in the customs regulations and regulations
  regarding the goods suitability to be released to
  the domestic market in the Single Electronic
  Window environment,
• Work technology in the Single Electronic Window
  environment will be applied to all goods
  imported, exported or transited through the state
  customs territory,
• Integrated tariff software package will be
  procured as an off-the-shelf product and
  implemented in the later phase of the Single
  Electronic Window project realisation,

• Work technology in the Single Electronic Window
  environment in the later phases of project to be
  expanded to other inspection services procedures,
• Also, during realisation of the Single Electronic
  Window project, gradually include other state
  authorities whose activities are in connection
  with the import or export of goods,
• Promote to the Trade Organisation its involvement
  and utilisation of the Single Electronic Window
  functionality, together with the transparent
  procedure of the key state stakeholders when
  passing laws and regulations regarding export and
  import,
• During future phases of the Single Electronic
  Window implementation, harmonise domestic
  procedures with those of the EU member countries,
  as well as with the standards of the specialised
  UN and World Customs Organisation bodies and best
  practices of the worlds modern customs
  administrations.
