Title: Country Programme Document
1Country Programme Document
- For now
- States the strategy and key results agreed
between Governments and each ExCom agency (UNDP,
UNFPA, UNICEF, or WFP) for the country programme
cycle - Is submitted to the Executive Boards each year in
June (or exceptionally in Sept) with the UNDAF
as an annex - Is the vehicle through which each Executive Board
of the four approves the agency country programme
and budget
2Country Programme Document
- In the near future
- The UNDAF will serve as the approval vehicle for
the country programmes of both Excom and
specialized agencies - Pilot use of the UNDAF as a common UN programme
underway in Cape Verde (and more to come)
3Monitoring Evaluating the UNDAF
4UNDAF M E
- ME always a priority, but no structure or
clear purpose - ME plan provides structure
- a summary of key indicators, sources of
information (incl. responsibilities) about
expected UN system results - It enhances UNCT accountability for UNDAF results
- It requires a final UNDAF evaluation to inform
subsequent CCA and UNDAF
5UNDAF M E 2 Components
- UNDAF M E Plan
- UNDAF Final Evaluation Plan
61. UNDAF M E Plan
- Consolidates the ME activities related to the
results expressed in the matrix - Improves strategic focus and prioritisation of
ME activities - Coordinates the timing of each activity for
specific users and uses - Reduces duplication and costs of ME efforts and
enables greater synergies in ME activities - Encourages partnerships and continued
strengthening of national ME capacities.
7The M E Plan has 3 Elements
- 1. Text - How the UNCT will monitor the UNDAF
- coordination mechanisms (theme groups, joint
field visits, assessments, and activities with
partners) - Efforts to strengthen national ME capacities Â
- A description of risks and assumptions affecting
achievement of UNDAF outcomes - 2. Table 1 - ME framework
- Indicators, baseline data, and sources of
verification for UNDAF and CP outcomes, and risks
and assumptions - 3. Table 2- ME programme calendar
- At-a-glance management tool, noting all ME
activities (surveys, studies, assessments,
reviews, capacity building) by year

112. UNDAF Final Evaluation Plan
- A joint UN review of the results of the five year
UNDAF which determines - - Whether the common UNDAF outcomes
- were achieved
- - How well the UNDAF succeeded as a
- tool for UN system collaboration
- And informs subsequent CCA-UNDAF preparation
for the next 5year cycle
122. UNDAF Final Evaluation Plan cont
- It contains
- A text description of how the final evaluation
will be conducted in year 4 of the programme
cycle. - Milestones to be included in the ME calendarÂ
- The key evaluation issues to be addressed
- Effectiveness of the UNDAF as a coordination
framework - Achievement of UNDAF and CP outcomes
13Summary UNDAF M E Value Added
- A summary of key indicators and sources of
information about UN system results. - This encourages
- Strategic focus
- Prioritisation and coordination of M E
activities ( and lower costs) - One-stop communication about what the UN system
will achieve AND how it will know
14Country Programme Document (CPD)
15Country Programme Action Plan (CPAP)
16Country Programme Action Plan
- Before
- A mixed bag of programme and project documents
using different formats, timelines, and
preparation processes with partners - And now
- Readable, transparent and accessible programme
action plans, linked explicitly to common, longer
term UN development results
17What does the CPAP contain?
- Framework (Introduction)
- Basis of Relationship (Reference to SBAA, BCA or
other) - Situation Analysis (from CPD)
- III. Past Cooperation and Lessons Learned (from
CPD) - IV. Proposed Programme (Expanded from CPD)
- V. Partnership Strategy
18continued
- VI. Programme Management
- Expanded from the CPD
- Defines the institutions responsible for
implementation and coordination - Key management processes and mechanisms
- VII. Monitoring and Evaluation
- Agency specific ME plan
- How does it link to the UNDAF ME Plan
19continued
- VIII. Commitments of the UNDG Agency
- IX. Commitments of the Government

23Annual Work Plan (AWP)
24Annual Work Plan
- Before
- a variety of project documents
- large variations in detail
- not always linked to UNDAF priorities
- And now
- standardised work plan that provides operational
detail - connected to the UNDAF strategic results
25Annual Work Plan Contents
- Cover Page signed by implementing partner and
UNDG Agency - Narrative Section (Optional)
- A workplan - connecting UNDAF strategic results
to operational detail

1.1.2
27AWP Value Added
- A simple, standardised format
- Easier communication between the ExCom agencies
and with partners and donors about operational
detail - Monitoring tool
28AWP How it fits
29Standard Progress Report (SPR)
30SPR Some Principles
- Periodicity applicability
- - Annual calendar-year
- - Core and non-core resources
- - Programme component level,
including emergency programmes - Single-currency (US)
- Agencies commitment to eliminate redundant
reports.
31SPR Some Principles
- AWP is a major building block of the SPR.
- A minimum donor funding amount required for
accepting reporting obligations - Last SPR Final report
