Title: CCS in the IPCC Guidelines

1
CCS in the IPCC Guidelines
  • Kristin Rypdal, CICERO

2
IPCC Inventory Guidelines
  • Adopted by UNFCCC for official reporting of
    emission data
  • Basis for crediting
  • Kyoto 2008-2012 is based on the 1996 Guidelines
  • No mentioning of CCS
  • 2006 IPCC Guidelines introduce CCS
  • Expected for use post 2012 but is not yet on the
    UNFCCC agenda

3
CCS in the 2006 Guidelines
  • Basic principles
  • Methodology framework
  • Reporting framework

4
Basic principles
  • Emissions associated with the injection and
possible subsequent leakage of CO2 stored in
geological formations should be linked to the
country in whose national jurisdiction or by
whose international right the point of injection
is located. This includes any emissions arising
from leakage of CO2 from a geological formation
    that crosses a national boundary

5
Basic principles (2)
  • Where CO2 emissions are captured from industrial
processes or large combustion sources, emissions
should be allocated to the sector generating the
CO2 unless it can be shown that the CO2 is stored
in properly monitored geological storage sites as
    set out

6
Basic principles (3)
  • Fugitive emissions from pipelines transporting
e.g. CO2 should be allocated according to the
national territory of the pipeline, including
offshore areas. This implies that emissions from
one pipeline may be distributed between two or
    more countries

7
Basic principles (Summary)
  • Injecting country is responsible for monitoring
    and reporting
  • Emissions are subtracted from the source when
    captured
  • Links the emission reduction at source to safe
    storage

8
Methodology framework
  • Systematic identification of possible emission
    sources along the CCS chain
  • Methodologies (equations/ parameters)
  • Monitoring of storage
  • Documentation of suitability for storage
  • Monitoring plan
  • Monitoring methods
  • Data collection

9
Reporting framework
  • Capture integrated into reporting of emissions at
    source
  • CCS mass balance
  • Import and export

10
Conclusion
  • IPCC offers a framework for monitoring and
    reporting CCS
  • Reporting and crediting rules need to be
    discussed by UNFCCC
