Title: FP7 the National Picture
1FP7 the National Picture
2FP7 2007-2013
- European Commission's instrument for supporting
RD
FP7 has a budget of over 50 billion It covers
everything from ICT and bio through to energy,
environment, space, security etc If you are
looking for research funding there is something
in it for you If you are looking for something
else its there for you too
3Financial supports
FP7 in Ireland first signs of activity
Evidence of a high level of FP7 proposal
preparation activity on the ground We had given
out more financial support in 1 year of FP7 than
in the whole of FP6
4FP7 in Ireland first evidence
eCORDA dataset 54 Calls to Oct 2007
A strong first year (to Oct 2007!) in keeping
with our target of 600m for FP7
5ICT, health and nanotech account for 65.4 of the
funding
6Higher Education remains the primary beneficiary
with 64.75 of the funding
7TCD received most funding, WIT shows IoTs how to
do it
8UL to date
- Some nice successes
- NMP, ICT, Energy, Transport, People, Research for
the benefit of SMEs - Range of rejected proposals for follow up
- Especially Health and Social Sciences
- Need to rethink targeting of the ERC
- And whats in a name?
- University of Limerick
- University of Limerick, Materials and Surface
Science Institute - University of LImerick
- University of Limerick, Interaction Design Centre
(IDC) - University of limerick
- The University of Limerick
9- Funding to industry looks good at 23.9
- access to 144m worth of RD
- most going to SMEs (83)
- few multinational corporations
10How do we look versus other countries?
11Whats going on that I should know about?
- General FP7 training gt700 attendees at 7 courses
- Theme-specific information days gt2200 attendees
at gt40 events - Multiple client-specific activities
- Commissioner Potocnik welcomed to Dublin
- Showcasing Technical Excellence 4 high level
events in Brussels - Launch of revamped financial supports
- Travel Support - grants up to a maximum of 3,000
for multiple visits - Coordination Support - grants up to a maximum of

internationally
12And UL?
- Travel Support
- 29,721
- Main areas - ICT, NMP, Transport, People-Marie
Curie - Coordination Support
- 116,522
- Environment, NMP, Energy, People-Marie Curie
- Relatively modest uptake and the majority were
first-timers
13Expert Evaluators - UL
14But its a bureaucratic minefield, isnt it?
- In FP7 procedures have been simplified
Perception dates from pre-SFI, PRTLI days -
Irelands researchers are much more sophisticated
now FP7 spans everything from the individual
researcher placement to the 100m consortium
big bureaucracy for a big consortium, small for
small There is loads of support available to
help you at proposal preparation stage and
implementation (100 management costs)
15The National Support Network for FP7
- Dedicated national office at heart of a
distributed network of delegates and full-time
contact points - National Experts assigned to all areas
16All feedback and any examples of best practice
you see in other countries very welcome - we are
looking for new ways of working

17Routes Into FP7
18Questions for Irish Researchers 1
- Is FP7 a primary or secondary research route?
- My area of research is not a national priority
area there are no or few local sources of
funding - I am well funded locally, am busy managing my
research programme with increasing demands on
me to leverage my organisation recognises
research income as success, my primary research
funder is impressed - I have got to stand up and be counted I need
visibility on the world stage - Does FP7 fit with your national research
strategy? - Where does it fit with PRTLI targets? Capacity
building? Where does it fit with SFI targets?
People? Where does it fit in your EI targets?
Commercialisation? - Is it adding on e.g. allowing you to investigate
an extra-application area or e.g. bringing in the
people who will write your next grant applications
19Questions for Irish Researchers 2
- FP7 opportunities depend on career stage/maturity
what stage are you at? - Coordinator Senior principal investigator
Principal investigator for the first time
Project participant Fellowship/placement - Are you mobile? Inbound or outbound?
- FP7 opportunities are available to your parent
organisationand to your research funding
organisation do you need them to apply for
funding to facilitate your activities? - Resource provision infrastructure and
equipment Access to international
infrastructures Service provision to industry
Research (and ST) policy best practice
Dissemination/outreach
