What is an MT-1 ?
  • LOMAs - Amends map to remove structure(s) or
    lot(s) not elevated by placement of fill from
    SFHA
  • LOMR-Fs - Revises map to remove structure(s) or
    lot(s) elevated by placement of fill from SFHA
  • CLOMAs - Indicates whether proposed structure(s)
    when built will be outside SFHA
  • CLOMR-Fs - Indicates whether structure(s) or
    lot(s), if elevated by placement of fill, will be
    outside SFHA

LOMAs
  • Determination by FEMA that a structure or
    property has been inadvertently included within
    the SFHA
  • Results from limitations or inaccuracies in the
    base mapping used for Flood Insurance Study (FIS)
    Reports
  • Based on existing conditions
  • Based on natural ground, without fill or other
    physical changes to the SFHA, floodway or BFEs

Grade (LAG) to a structure or the lowest lot
elevation of a property (or portion of a property
described by metes and bounds) must be equal to
or higher than the BFE

LOMR- F
  • Determination by FEMA that a structure or
    property has been removed from the SFHA based on
    the placement of fill
  • Fill placement is outside the NFIP regulatory
    floodway
  • Based on existing conditions

  • For FEMA to issue a LOMR-F, the LAG and low floor
    to a structure or the lowest lot elevation of a
    property (or portion of a property described by
    metes and bounds) must be equal to or higher than
    the BFE, and the community must have provided its
    written assurances.

CLOMAs / CLOMR-Fs
  • FEMAs comment as to whether a proposed project

  • Based on proposed conditions

  • Requires submittal of certified as-built data
    after project completion for a LOMA or a LOMR-F
    to be issued

Data RequirementsFor All MT-1 Cases
  • PIF Property Information Form
  • PLOT Plat, Tax Assessors Map, Site Plan, or
    other suitable map that will allow FEMA to
    accurately plot the property onto the effective
    Flood Insurance Rate Map
  • RECORDATION DATA Recorded Deed or a Recorded
    Plat
  • ELEVATIONS (Unless the entire
    property/structure is clearly shown outside of
    the SFHA on the FIRM) Elevation Certificate,
    Elevation Information Form, Certified Site Survey
    or Grading Plan with Contour Elevations

Property Information
  • Completed Property Information Form, or MT-EZ
    Form if the request is for a single-lot LOMA
  • Must be signed and dated by the MT-1 requester or
    an agent acting on their behalf
  • The original signed copy must be submitted to
    FEMA

Plot
  • An MT-1 submittal must include a map that will
    allow FEMA to accurately plot the property onto
    the Flood Insurance Rate Map (FIRM)
  • A subdivision plat map or tax assessors map that
    shows the surveyed boundary of the property as
    well as streets and intersections. The streets
    must also appear on the FIRM.
  • A survey or site plan, certified by a registered
    land surveyor or professional engineer, that
    shows the location of a Section, Township, Range
    point.
  • A site plan may also be required if a portion of
    the property is in the floodway, or if only a
    portion of the property is in the SFHA. The site
    plan can be used to determine if the structure is
    in the floodway, or SFHA.

Recordation Data
  • Each MT-1 Submittal must include document that
    shows the subject property has been legally
    recorded. The document will be used for the legal
    description that will appear on the final
    determination/comment document
  • Recorded Plat
  • Recorded Deed

Elevations
  • If any portion of the subject structure or
    property is shown in the SFHA on the FIRM,
    elevations for the structure or property must be
    submitted
  • Completed Elevation Information Form for multiple
    lot/structure requests.
  • Elevation Certificate a single structure request.
  • Must be certified by a P.E. or L.L.S.

Base Flood Elevation
  • SFHA that has been studied using detailed, no BFE
    backup data is required.
  • SFHA that has been studied using approximate
    methods the submittal must include a BFE or BFE
    data.
  • FEMA will accept a BFE with no backup data from a
    Federal or State Agency, such as the U.S. Army
    Corps of Engineers or the Department of Natural
    Resources. The BFE must be submitted on agency
    letterhead.
  • If the BFE is from any other source, FEMA
    requires that the request include all backup data
    and calculations used to establish the BFE.
  • If no BFE or backup data are available, the
    requestor may send in a written request that FEMA
    develop the BFE. FEMA will use the best available
    data to calculate a conservative estimate of the
    BFE.

  • A completed Community Acknowledgement of Requests
    Involving Fill Form including the communitys
    written assurances that they have complied with
    the appropriate minimum floodplain management
    requirements of Section 60.3 of the NFIP
    regulations Subparagraph 65.5(a)(4)

Processing
  • Cases submitted to FEMA are processed on a first
    submitted (with all applicable data), first
    completed schedule
  • FEMA will notify the requester in writing if
    additional data items are required
  • If the data requested is not received within 90
    days of the date of the request letter, the case
    will be suspended
  • FEMA will process requests within 60 days from
    the date of the receipt of all data
