• Must place equal emphasis on better outcomes for
  people in need and better value for money
• Smarter commissioning can lead to identification
  and promotion new interventions e.g. homecare
  reablement
• Strategies need to outline 5-10 year vision, with
  need for regular (3 yearly?) reviews. These need
  to be operationalised through annual business
  planning
• Place shaping with the needs and preferences of
  all citizens taken into account, not just
  planning what the council will buy
• Assessment and care management staff need to be
  involved in the development of new commissioning
  strategies these professionals negotiate the
  link between strategic objectives and individual
  care
