Capacity Building

• Need for capacity building in transport was
  identified (ref. St. Petersburgs workshop)
• The panel has the expertise and is willing to
  assist (workshops, twinning activities, ),
  provided that funds become available
• Urges EEA and JRC to look for funding options
• When information from international bodies is
  collected (e.g. EUROCONTROL), EECCA countries
  should be considered

• Uncertainty/sensitivity analysis of Tier 3
  methodology
• Links to ERMES (European Research group on Mobile

• Non-road mobile EFs for new technologies

EFDB (Decision of Milan Meeting)

• Not necessary because
• Library-type of EFDB not useful as million of
  measurements exist, refinement (methodologies)
  are necessary before using them
• Tier 3 is the relevant method, models exist,
  countries use them
• It is not enough for cross-checking
  (oversimplification)
• It requires additional maintenance and work
• Complicated and time-consuming approval
  procedure
