Project Timeline
  • Project kickoff meeting with participating
    utilities July 14 15, 2005
  • Marketing started August 9, 2005
  • Installations began week of September 26, 2005
  • Installations on heat pumps halted in Clallam
    County December 9th
  • Curtailment Event in Mason County January 24th
  • Installations resume on all equipment in all
    service territories February 9th

Value of Pilot Project
  • Gain hands on experience of implementing larger
    scale DLC project
  • Gain understanding of DLC implementation issues
    and nuances
  • Develop implementation partnerships with retail
    utilities
  • Demonstrate financial and technical benefits to
    the retail utility

Lessons Learned (so far)
Regarding the Utility and Consumer
  • Coordinating with three utilities adds complexity
    to project.
  • Working cooperatively with utility to maintain
    that relationship is key replicate process with
    Ashland.
  • End use consumer relationship is with utility
    (not BPA) and must be respected.

Regarding the Utility and Consumer
  • Customer impacts from DLC projects are vastly
    different than traditional Energy Efficiency
    projects.
  • There will always be a percentage of dissatisfied
    end-users.
  • End users have a difficult time understanding
    shifting energy vs. saving energy.

Regarding Project Management and Implementation
  • Early planning and configuring DCUs to
    accommodate heat pumps was on target.
  • Peninsula is prime market for using DLC for peak
    load management.
  • Our marketing approach worked well.
  • Marketing and installation need to be more
    closely staged.

Regarding Project Management and Implementation
  • Beginning of heating/cooling seasons are not
    good times to install this type of equipment.
  • Permitting can be an issue. Turned into a win for
    future programs in Washington.
  • Labor market on Peninsula is tight for
    electricians because of current building boom and
    small market with limited competition.
