DELIVERING QUALITY STANDARDS
  • Issues of protection underpin all standards
  • The level of intentional abuse is relatively low
    in relation to the volume of dom. care delivered
    each day
  • Meeting standards will safeguard against
    unintentional abuse ie disregarding the rights,
    privacy, dignity, wishes preferences of people
  • Bad practice in the provision of dom care can all
    too easily become entrenched because of the lack
    of day to day supervision

  • Records kept in the home

SAFE WORKING PRACTICES
  • Comply with the requirements of H S legislation
  • Organisation has a comprehensive H S policy
  • A competent person is appointed to assist the
    organisation comply
  • All records are accurate and kept up to date

RISK ASSESSMENT
  • Undertaken by a trained qualified worker prior
    to the care being provided
  • Includes the risks associated with assistance
    with medication and other health related tasks
  • Includes risks for service users associated with
    maintaining their independence and daily living
    in the home (Inc risk of falls NSF)
  • Separate manual handling risk assessment
  • A comprehensive plan to manage the risks is drawn
    up and agreed by all parties reviewed
  • Limitations to chosen lifestyle or human rights
    to prevent self-harm or self neglect are recorded
    in full on the risk assessment plan for
    managing the risks (S9)
  • Someone on call contactable at all times care
    staff are on duty

FINANCIAL PROTECTION
  • Safe handling of service users money and property
  • Clear information on what must NOT be done
  • Not allowing care staff or managers to benefit
    from wills and bequests
  • Recording of all financial transactions
  • Register kept of any other care interests

PROTECTION OF THE PERSON
  • Service users safeguarded from any form of abuse
    or exploitation
  • Robust procedures inc. whistle blowing
  • Training on prevention of abuse given to all
    staff within 6 months of employment and updated
    regularly

SECURITY OF THE HOME
  • Protocols in place for entering and leaving the
    home
  • Action to be taken if unable to gain entry and
    other emergency situations
  • Identity cards inc. a photograph issued and used
    by all staff

RECORDS KEPT IN THE HOME
  • The time and date of every visit
  • Any changes in the users or carers circumstances,
    health, physical condition, care needs
  • Any assistance with medication or other health
    related tasks inc. time and dosage
  • Financial transactions undertaken on behalf of
    the Service User
  • Any untoward incidents or accident to the service
    user and/or care worker

USER FOCUSSED SERVICES
  • Information
  • Ensure people have all the information they
    need to make informed decisions
  • Care needs assessment
  • Meeting needs
  • Ensuring the ability of the organisation to meet
    the needs (inc specialist needs) of individuals
  • Contract
  • For people who are self funding
  • Confidentiality
  • Including circumstances under which
    confidentiality may be breached

USER FOCUSSED SERVICES
  • Responsive services
  • Respond flexibly to changing needs on a day to
    day basis
  • Continuity of carer(s)
  • Care workers only changed for legitimate reasons
    and service users are consulted about the change
    whenever possible.
  • Care workers arrive at the home within the time
    band specified and work for the full amount of
    time allocated
  • Service users kept informed on matters relating
    to their care at all times

PERSONAL CARE
  • Service user plan
  • Agreement between the service user and the care
    provider on what is to be done and how
  • Privacy and dignity
  • Provide the care in a way which respects the
    privacy and dignity of the person
  • Service users addressed by their preferred name
  • Sensitive and responsive to race, religion,
    culture, age, disability, gender sexuality
  • Autonomy and independence
  • Doing things WITH the person, not for them
  • Inform about independent advocacy services

PERSONAL CARE
  • Medication Health Related tasks
  • Clear policy procedures which identify
    parameters circumstances
  • Clear agreement by all parties if care workers
    undertake health related tasks
  • Only undertake health related tasks if received
    the appropriate training
  • The need for assistance should be identified in
    the care plan, form part of the risk assessment
    and detailed within the service user plan

  • Including checks references on temporary staff

  • Development and training
  • Inc 3 day induction plus TOPSS induction
  • Qualifications
  • NVQ level 2/3 in Care for all new care staff
    management qualification for managers
  • Supervision
  • One to one quarterly including an annual appraisal

  • Annual visit to all service users by a manager
  • Annual survey to obtain views opinions on the
    service
