Who wants them anyway?
No-one!.
They cost money.
They have to be managed.
They take up space.
They add to load weight in transport.
They have to be disposed of.
5
Who needs them?
Almost everybody!.
They save money.
6
They make efficient storage and transport
possible.
They often enable greater loads on vehicles.
They have to be disposed of ?
7
Pallets
General comments
They have been in use for over 60 years.
At least five billion in circulation - thousands
of specifications.
Still increasing - rapidly.
Likely to be around for a long time to come.
Better design and control facilities.
8
Pallets
Logical follow on.
Standardise as far as possible.
Utilise the better design possibilities.
Consider better control systems.
9
Pallets
What are pallets for?
Facilitate safe handling of goods.
Protect goods during storage and transport.
Facilitate easy handling at all stages.
It is the above factors that lead to pallets
reducing costs rather than increasing them.
10
Industry Standardisation - sizes.
Probably the most important element.
Probably the most difficult!!
Many different standards world-wide.
Must be done properly and not rushed.
11
The World Bank.
12
Modern design techniques.
Vital for safety.
Reduce product damage.
Important to increase life of pallet.
Reduces long-term operating costs.

15
The mathematical case for long life pallets.
Initial cost will be between two and three times
the cost of a one trip pallet.
But will have a life of between five and eight
years if properly maintained, averaging two to
three trips per year..
Even if running costs multiply initial costs by
a factor of four, the cost per trip is
considerably cheaper..
This generalised model needs to be researched for
this industry.
16
Control systems.
Various possibilities
In house.
Externally managed pool.
Internally managed pool.
17
Self ownership.
Known in Europe as white pallets.
Pool pallets.
Closed pools.
Open pools
18
Advantages
Reduced administrative burden.
The pallets will fit well with customers needs.
Reduced costs?????
Disadvantages
No choice of supplier once committed.
No control of cost long term.
Quality can become an issue in a mature pool.
19
Open pool pallets.
Advantages
Easy availability choice of suppliers.
The pallets will fit well with customers needs.
Little administration??
Cost level and quality within your own control.
Little cost for logistics operators.
Disadvantages.
I want to describe a particular open pool system.
Im still trying to find one!.
EPAL
The European Pallet Association
20
What is EPAL?
It runs the largest pool in the world!
BY FAR!!!
BY FAR!!!
BY FAR!!!
BY FAR!!!
BY FAR!!!
At least 450,000,000 pallets.
Possibly as many as 550,000,000.
Annual production almost 60,000,000.
Of which EPAL accounts for over 50,000,000.
But it owns no pallets!
In spite of this
It ensures pool quality.
And availability.
21
EPAL is a regulatory body.
Its primary function is quality.
It protects the various trademarks.
Centre block markings allow identification.
EPAL promotes the EURO pallet.
It unites the various sectors
Producers, repairers, logistics, railways,
traders, pallet-users.
22
More practical
Inspection Companies
Contracted to, but independent of, EPAL.
Senior supervising inspector.
Training to ensure uniform inspections.
Assess applicant companies for licence.
Make unannounced visits to producers, repairers,
and end-users.
Report findings to the Secretariat.
Appeals Committee
Reviews punishments set by Board.
23
Inspections
Manufacturers
Regular, unannounced inspections.
Vary from a minimum of four a year, to every
batch.
Manufacturers can graduate to higher levels,
depending on size, method and history.
Defaulting companies face sanctionsfrom fines,
loss of licence, and extra inspections.
Costs of these can be significant. Up to
100,000 for fines and inspections.
24
Inspections
Repairers
Regular, unannounced inspections.
At least once a month.
The same regime of fines, etc, as manufacturers.
25
Where do we operate?
?
26
Europe.

28
Area Summary.
Produced and repaired in 28 countries.
About 1,500 producers and repairers -
growing at three a week.
Over 5,000 supply points (new and repaired).
About 500,000,000 pallets in circulation.
Available in many other countries.

32
Cost model.
The advantages of EPAL are not theoretical.
A study has been undertaken in Italy to compare
the costs of this open pool system with a closed
system.
Prepared by our consultant, Andrea Fossa.
Showed an open pool system such as EPAL reduces
costs by over 30 compared to a commercial closed
pool.
Copies of this model are available.
33
The next step for UFEMAT
If you are contemplating using a pool, talk to
EPAL.
We can advise if you wish to set up your own
pool, using EPAL as a model.
We can discuss introducing your sizes into our
portfolio if you wished to use the EPAL system.
