Background why share concerns
  • The fact that different practitioners each have a
    partial view of a child means it is hard for any
    to have a holistic view. A lack of such a view
    can lead to tragic consequences

RYOGENS attempts to overcome this challenge
through the simple use of technology to share
concerns about children.

Which concerns go into RYOGENS
  • There are three levels of causes for concern
    about children

RYOGENS is about capturing the concerns that
taken together will help to identify vulnerable
children.

Our products
  • Web-based system that is externally hosted,
    supported and maintained.
  • Web-site/toolkit offering guidance to Local
    Authorities seeking to implement RYOGENS or
    similar solutions.

Overview of the toolkit
This is for Local Authorities wanting to
implement RYOGENS or to learn lessons from the
project. The toolkit is structured into four main
areas
  • About RYOGENS overview, details of pilots,
    children from the pilots, business case
    calculator and Oxfords evaluation.
  • Useful resources includes technology overview,
    insight into the policy context, links to
    relevant web-sites and demonstrations of the
    system.
  • Implementation guide the stages, work packages
    and deliverables that may be required to
    implement RYOGENS.
  • Support includes on line user forums and details
    of how to get involved

Web-based system overview of security
  • Security has to be carefully considered when
    sharing information over the
  • internet. To this end a substantial investment
    has been made in this area
  • including
  • External hosting at secure facilities
  • Access is restricted to authorised users who have
    to have been trained and have Criminal Records
    Bureau clearance
  • Use of security software for user management and
    authentication, session management, and
    role-based access controls
  • Only exposing the web server in the top tier of
    the architecture and this server is behind
    firewalls. The application servers are hidden
    behind a further firewall in the next tier. In
    the final tier behind another firewall, is the
    database. With this design, the data is most
    difficult to access.
  • Thorough and regular penetration testing at the
    network and application levels to identify
    vulnerabilities and then resolve them.

Helps target services to vulnerable children and
families by capturing concerns which would not
otherwise be recorded.

Delivers multi-agency information sharing
secure platform, flexible access rights, clear
accountability.
Pragmatic available now, quick and easy to
deploy (weeks), allows engagement with all
agencies, fits any local structure and priorities.

Summary of costs
There will be other project/change management and
RMF costs. All costs should be pooled between
agencies and are discussed in much more detail in
the toolkit.

  • Timely delivery in relation to government
    agendas
  • Potential to make a real difference to children
    and their families
  • Management challenges that need to be addressed
  • More consistency about what type of concerns
    should be logged

    seeking consent.
