Background why share concerns
  • The fact that different practitioners each have a
    partial view of a child means it is hard for any
    to have a holistic view. A lack of such a view
    can lead to tragic consequences

RYOGENS attempts to overcome this challenge
through the simple use of technology to share
concerns about children.

Which concerns go into RYOGENS
  • There are three levels of causes for concern
    about children

RYOGENS is about capturing the concerns that
taken together will help to identify vulnerable
children.

  • Cultural barriers?
  • Systems not communicating with each other?

The assumption RYOGENS has made is that all these
issues need to be addressed together.

  • Security has to be carefully considered when
    sharing information over the
  • internet. To this end a substantial investment
    has been made in this area
  • including
  • External hosting at secure facilities
  • Access is restricted to authorised users who have
    to have been trained and have Criminal Records
    Bureau clearance
  • Use of security software for user management and
    authentication, session management, and
    role-based access controls
  • Only exposing the web server in the top tier of
    the architecture and this server is behind
    firewalls. The application servers are hidden
    behind a further firewall in the next tier. In
    the final tier behind another firewall, is the
    database. With this design, the data is most
    difficult to access.
  • Thorough and regular penetration testing at the
    network and application levels to identify
    vulnerabilities and then resolve them.

This is for Local Authorities wanting to
implement RYOGENS or to learn lessons from the
project. The toolkit is structured into five
areas
  • Overview of RYOGENS introduction and business
    case
  • Project implementation guide the stages, work
    packages and deliverables that may be required to
    implement RYOGENS.
  • User forum support users following an initial
    implementation of RYOGENS.
  • Technology overview insight into the technical
    deliverables and processes followed during the
    pilot when designing and building the technical
    solution.
  • Flash demonstration step by step walkthrough of
    the solution

  • Enables multi-agency information sharing secure
    platform, configurable permissions model, clear
    lines of accountability.

Costs and timescales
Note Implementing RYOGENS changes the way lots
of people work which means there are additional
set-up, change management, project management and
training costs. The nature and level of these
will depend on how Local Authorities choose to
implement RYOGENS.
