15DEMONSTRATION PROJECT
- An analysis was conducted to compare the current
promotion point system to the newly proposed one.
In corroboration with Army Research Institute
(ARI), data was collected from a Ft Lee battalion
with 150 promotable Soldiers. Collected data
included - Promotion Point Worksheets (with all supporting
documents) - Supervisors rating of performance (average of 18
dimensions, overall rating, and senior NCO
potential) - ARI analyzed the relationships between the old
PPW score, new PPW score, and supervisors
ratings. Their findings are - For all Soldiers, Old PPW scoring and new PPW
scoring are moderated related those high on the
old list will still be near the top, but the
order may change - For Soldiers recommended to SGT, the new PPW
scoring is more strongly related to the
supervisors performance ratings than the old PPW
scoring. - For Soldiers recommended to SSG, the new PPW and
old PPW scoring are equally related to the
supervisors performance ratings.
16DEMONSTRATION PROJECT
Promotion to SGT
Promotion to SSG
- Scores will be lower until Soldiers shift their
focus and behavior - Soldiers in the sample battalion had very little
civilian education

GENERAL OBSERVATIONS
OBJECTIVES/POLICY CHANGES
18LEVERAGING TECHNOLOGY
- DIMHRS PROVIDES FULL COMPLETE AUTOMATED
CAPABILITY - PLANNED IMPLEMENTATION IN 2008
- FULLY AUTOMATED PROMOTION SCORE
- ALL RELATED ELEMENTS CAPTURED IN SOLDIERS RECORDS
- FACILITATES PERSONNEL INFORMATION MANAGEMENT
- DATA SUBMISSION AND ACCURACY IS KEY
- REAL WORLD (LIVING) SCORE ADJUSTED AS CHANGES
TO SOLDIERS FILE ARE MADE - UPON FULL IMPLEMENTATION, ELIMINATES REQUIREMENT
FOR PROMOTION WORK CENTERS - REDUCES CURRENT TWO-MONTH PROCESS (RECOMMENDATION
TO PROMOTION) TO ONE-MONTH RESULTING IN ABILITY
TO PROMOTE SOLDIERS ONE MONTH SOONER (ONCE ON THE
LIST) THAN IN THE CURRENT SYSTEM
ADMINISTRATIVE WORKLOAD (ACROSS ALL COMPONENTS)
WILL INCREASE TO SUPPORT THE TRANSITION FROM
CURRENT TO PROPOSED POINT COMPUTATIONS. A NEW
ADJUSTED PROMOTION POINT WORKSHEET WILL BE USED
UNTIL DIMHRS IS FULLY ON-LINE
19DIMHRS WORKFLOW
20DIMHRS WORKFLOW (CONT)
21STANDARDIZED - ALL COMPONENTS
- PROMOTION SCORES FOR ALL SOLDIERS (LESS IRR AND
IMA) BASED ON IDENTICAL SCALE, CEILINGS, AND
WEIGHTS - SUPPORTS SEAMLESS TRANSFER FROM ONE COMPONENT TO
ANOTHER (AC TO RC AND RC TO AC) - STANDARDIZED SCORES FOR ALL SOLDIERS ON
BATTLEFIELD - SETS CONDITIONS (SHOULD THE REQUIREMENT EVER
ARISE) TO SUPPORT FULL MOBILIZATION RETAIN
EXISTING SYSTEM - ONE SYSTEM DESIGN REQUIREMENT (DIMHRS) FOR ALL
COMPONENTS SAVING MONEY - UNIQUENESS OF EACH COMPONENTS PROCESS/PROCEDURES
