Schools Achieving Success The White Paper
  • Secondary schools cannot meet the aspirations
    of all their pupils without a far better
    structure for vocational education, which is why
    the Government intend to overhaul the curriculum
    beyond the age of 14 to promote far better
    vocational pathways.

Introduction
  • Qualification is defined as a certificate for a
    particular achievement or competence
  • National Qualifications Framework requires all
    qualifications in publicly funded institutions to
    be approved by QCA
  • Education Act (1996) regulates qualifications and
    specifications schools may offer pupils of
    compulsory school age
  • Qualifications must approved under Section 96
  • Any scheme that provides young people with a
    certificate or diploma that assesses their
    learning, and is accredited by a person or
    organisation outside the school needs to be
    approved by QCA for publicly funded institutions.

THE NATIONAL QUALIFCATIONS FRAMEWORK
  • Framework contains qualifications at six levels.
    Developed to ensure that there is broad
    equivalence between different qualifications at
    the same level. Students, employers and other
    users can see where learners are and how they can
    progress. Students choosing options at 14 should
    know where those qualifications can lead post-16.
  • General Qualifications are related to a specific
    subject
  • Vocationally-related Qualifications provide a
    broad introduction to a particular vocational
    area
  • Occupational Qualifications are related to a
    specific job and are based on the knowledge and
    skills needed in that job.

Approved external qualifications
  • SECTION 96 (Replaces the Section 400 list)
  • Under provisions of Sections 96 of the Learning
    and Skills Act 2000, schools, institutions and
    employers in England may offer to those under 19
    a course leading to an external qualification
    which is funded either by the LEA or the Learning
    and Skills Council (LSC) only if the
    qualification has been approved.
  • Headteachers should check that any external
    qualification offered at their school is approved
    or meets the conditions of general approval. The
    LEA and the governing body are responsible for
    seeing this in maintained schools. LEAs and the
    LSC are responsible for overseeing this in all
    other cases where they respectively fund courses
    leading to external qualifications.

Section 96 list Section 2
  • A list of the external qualifications to be
    approved specifically for use by those over
    compulsory school leaving age but under 19,
    whether in full-time or part-time learning or n
    work-based training.
  • List A contains those that will be approved until
    31 July 2003
  • List B contains those approved until July 2002
  • Annex 1 contains external qualifications that
    will have been generally approved.
  • The full list of approved courses from September
    2000 can be found in the DfEE publication
    Approved External Qualifications under Section
    96 of the Learning and Skills Act 2000 for
    pupils, students and trainees under the age of
    19 ( Ref DfEE 0329/2000). The current list of
    approved qualifications for pupils at key Stage 4

Section 96 list Section 1
  • The Section 96 list of approved qualifications
    replaces the Section 400 list from September
    2001.
  • There are two sections to the qualifications
    available.
  • Section 1
  • A list of all the external qualifications, to be
    approved specifically in which pupils of
    compulsory school age, especially those entering
    Year 10 in September 2001, may take examinations
    or otherwise be assessed.
  • List A contains those that will be approved until
    31 July 2003
  • List B contains those approved until July 2002
  • List C contains the qualifications that will be
    withdrawn from July 2001

Entry Level Qualifications
  • First tier in National Qualifications Framework
  • Broadly aligned with NC levels 1,2 and 3

  • These awards provide students with a point of
    entry and a means of progressing into other first
    level or foundation qualifications
  • Designed for pupils not yet ready for GCSE,
    Vocational GCSE or NVQ level 1
  • Entry level certificates available in NC subjects
    and broader vocational areas
  • Available at three levels in line with NC levels
    1-3
  • Certificates can be taken alongside GCSEs,
    Vocational GCSEs or NVQs
  • To be called Entry Level Awards
  • Additional entry level awards from September 2000

National Vocational Qualifications NVQs
  • NVQs focus on developing practical skills for
    jobs at work - trainees learn on the job and
    are assessed for what they can do at work
