ISSUE POLITICAL CONSIDERATIONS
  • SRSG and Force Commander should have private
    meetings to discuss and clarify roles.
  • The local population must be involved as much as
    possible and a mechanism created to involve the
    local populous.
  • The Humanitarian Coordinator should prepare a
    consolidated appeal.

ISSUE GENERAL INFORMATION GATHERING
  • The Humanitarian Coordinator should conduct and
    consolidate information that has been/is being
    gathered.
  • The Humanitarian Coordinator, Force Commander,
    and Host Nation should identify sources of local
    knowledge and jointly assess the status of
    country infrastructure.

  • A civil-military operation center should be
    established for all players coordination.
  • The SRSG should create a public awareness
    campaign on subjects such as mines, child
    soldiers and create mechanisms to create and
    distribute materials

ISSUE POST-CONFLICT ACTIVITIES
  • ICRC, UNHCR, UNICEF and other Humanitarian
    Community members should establish lists of
    camps, staff, procedures, etc.
  • The Force Commander and Host Nation should
    down-size the militaries for de-mobilization.
  • All players should provide an exit strategy that
    makes everyone happy!
