SEER-SEM software cost estimating model to
perform fit analysis against all options except
COTS. - COTS analyzed separately by Gartner Group.
- On 3 Jun 03 Lt General Walters, DSCA Director,
eliminated Options 1 (As Is), 2 (Evolve/Web
Enable), 4 (New Build), and 5 (COTS). - Best of Breed (3) and Re-host/Modernize (6)
remained. - On 22 Jul 03, Lt General Walters chose Option 6,
Rehost/Modernize, as the way ahead for CEMIS. -

- Phase One Re-host
- Takes 4 existing legacy systems in current
databases and languages - Translates each into C or Java on Oracle
database. - Uses artificial intelligence tool vs. manual
code translation. - Turn off legacy systems.
- Result Still 4 separate systems doing same
things, but now in one (same) modern language and
database. - Phase Two Refactor/Web-Enable
- Consolidate the 4 separate systems into one
system and web-enable. - Eliminate redundant code choose best business
processes among MILDEPs - Result One database for all 3 MILDEPs.
