The Portal Area is within the Runway Protection
Zone (RPZ)
  • OCEAN VILLAGE Limits the intensity of use,
    measured by the number of people per acre, in the
    Lindbergh Fields Runway Protection Zone (RPZ)
    while maximizing the NTC Boating Area potential
    as a public gateway (portal) to the NTC
    Foundation and to Liberty Station.

  • Enter into a confidentiality agreement with Corky
    McMillin Company and pay the escrow deposit.
  • Updating the 2001 Rehabilitation and Site
    Improvement Plans completed by Melhorn
    Construction (work previously was done pro-bono)
    and for conceptual illustrations of the site
    plan.
  • Architectural Drawings of the proposed building
    rehabilitation to bring the buildings up to
    decent, safe, and sanitary standards.
  • Use Permits will be completed and accepted by the
    Peninsular Planning Group, McMillin, and the San
    Diego Redevelopment Agency for the existing
    buildings.
  • Finalize finance plan for the rehabilitation
    costs and building permit fees.
  • Complete Building Permit Applications submitted
    to the San Diego City (Civil Engineer, Landscape
    Architect, MEP, Structural Engineer, and Historic
    Architect Sign off)
  • Acceptance of the proposed Building Permits by
    the Coastal Planning Commission, McMillin, and
    the San Diego Redevelopment Agency.

  • Acquisition of the property after McMillin has
    final map submittals and approvals for the site
    area.
  • Ready to begin rehabilitation work thirty days
    after escrow closes.
  • After completion of all rehabilitation work and
    McMillin infrastructure improvements, the Ocean
    Village Foundation will act as a landlord on a
    continuing basis to lease, maintain, and market
    the facilities.
  • The Foundation will be a member of the Liberty
    Station Association (which will manage
    maintenance fees and shared parking management).
  • Determine and develop a site improvement plan
    based on approved conceptual drawings.
  • Complete the site improvement work.
  • Facilitate Ocean Village festivals, symposiums,
    and events that require participation and
    acceptance by the Ocean Village tenants.
