(AMAOs) - Frequently Asked Questions
3Who Should be Assessed?
- The statewide administration must include all
limited English proficient (LEP) students in
grades K-12, as well as those students who exited
from LEP status in the past two years. - Test materials were shipped based on the most
recently available data submitted by schools
through the STN system on the SY 2004-05 DOE-LM
report plus a percentage overage.
4Test Administration
- Order additional test materials from CTB Help
Desk at (800) 282-1132. It may take 3-5 days for
materials to be shipped so begin testing with
available materials - Group students for testing by English proficiency
level within a grade cluster - All four test domains should not be given in one
day for students in grades K-3.
5Test Administration
- Students must be given the opportunity to attempt
the practice items for all sections of each test.
If the student is unable to respond to the
practice item due to English proficiency level,
move on to the next section of the test. - If a student tries, but cannot complete the test
item, the test should be scored and given the
student the lowest obtainable scale score (LOSS
for short). If the test is blank because the
student was absent, invalidated or exempt, that
should be noted and picked up on the bio sheet,
the top of page two where the teacher would
bubble in the appropriate field and subtest.
6Scoring/Reporting
- 7 scores will be provided Listening, Speaking,
Reading, Writing, Comprehension, Oral, and
Composite. The composite score (level 1-5) will
be used for State reporting - Reports should be available in mid May as long as
all materials are returned on time - A report in Spanish will be provided for parents.

9Accountability AMAOs
- Title III, section 3122
- Each State shall develop annual measurable
achievement objectives (AMAOs) for LEP students
served under Title III that relate to such
childrens development and attainment of English
proficiency while meeting challenging State
academic content and student academic achievement
standards as required by Title I, section
1111(b)(1).
10Accountability AMAOs
- Title III AMAOs shall include
- annual increases in the and of LEP students
making progress in learning English, - annual increases in the and of LEP students
attaining English proficiency (as measured by a
valid and reliable assessment of English
proficiency), and - making adequate yearly progress (AYP) for LEP
students under Title I.
11Accountability AMAOs
- Parental notification
- Section 3302(b) requires Title III recipients to
notify the parents of students participating in
the language education instructional program, in
an understandable format, in the event that AMAOs
were not met during any school year. - Improvement Plan
- If a Title III recipient has failed to meet the
AMAOs for two (2) consecutive years, the
development of an improvement plan specifically
addressing the factors contributing to failure is
required. - If a Title III recipient has failed to meet the
AMAOs for four (4) consecutive years, the
modification of curriculum, program, and method
of language education instruction is required.
The State may also require the replacement of
staff and funding will be reconsidered.
12Accountability AMAOs
- The Spring 2006 administration will serve as the
new baseline. Progress will be measured against
the Spring 2007 administration. - Until that point, AMAO calculations will be made
based on previously existing instruments.

- When will Braille and large print materials be
available? - Braille Material Braille Test materials will be
ready in late summer so ILEPA Braille testing
will not happen during the 2006 administration. - Large Print Material Corporations will call the
Help Desk to place their Large Print orders. The
LP orders will be filled after April 1, 2006.

- Must LEP students with dual identification as
Special Education participate? - Refer to the students IEP. If the IEP states
that the student may participate in standardized
assessment then you may proceed with the
administration and provide any ISTEP approved
accommodations.

- Must foreign exchange students participate?
- All LEP students must be assessed. Title III does
not provide any exemptions for foreign exchange
students. If the student entered with
documentation indicating fluency in English, they
do not have to participate.

- Field 6 of the student bubble sheet asks for the
student ID number. Should I use the STN or the
schools ID number? - It is very important that the STN be used. This
will provide us a mechanism to identify results
and monitor student progress. - Please remember to right justify field 6 and
bubble 0 in column A

- Students that transferred in from a parochial
school have a letter in their STN. How should
this be bubbled? - Non-Public Student Barcodes Column 1 All
students who came from a non-pub will bubble "9"
(all public and charter will bubble "0"-right
justified). Column 2 Depending on the first
letter of the non-pub, i.e., A, B, C, D will
bubble A1, B2, C3, D4. Column 3-10 The rest
of the STN. The non-pubs will have a 10 number
STN, for now, starting with 9. The IDOE needs to
inform non-publics of this system.

- What should be done if a student transfers to
another school before testing is completed? - Submit the students test and indicate absent
on field 13 of the bubble sheet for sections of
the test that were not completed. - Forward data to the next school so that they can
finish testing.
19Reclassification Policy
- State definition of English proficiency
- A student is defined as Proficient in attaining
English when a variety of indicators have been
achieved. A students ability to demonstrate
competence in the domains of speaking, listening,
reading, writing and comprehension in English is
incorporated into the definition along with
attainment of set cut scores on the State
approved instruments to assess English
proficiency. - All domains are weighted equally in determining
proficiency, and students must demonstrate full
ability in all domains. - Also integral to the definition of Proficient is
a students ability to display academic
achievement at grade level comparable to native
English speaking peers. Finally, Proficiency in
English is defined when a student has maintained
this level of linguistic and academic ability
during the two year monitoring period required by
NCLB. - LMMP Reclassification Guidelines handout will be
revised based on implementation of new English
proficiency assessment.
