2Issue Capacities of SRs vary widely, and low
capacities among some can result in delays for
all
- Where low capacities exist, capacity building
activities must be incorporated - Where necessary, reprogramming may be required
immediately, i.e., TA provided. - Global Fund must recognize that inclusiveness
clashes at times with accountability and quick
results.
3Issue Selection of SRs.
- The Global Fund needs to conduct a study of good
practices of SR selection and disseminate widely
to countries. - The Selection is critical!
- The Global Fund should consider providing
guidelines to CCMs on selection.
4Issue Can be PRs unilaterally determine
reprogramming and budget reallocations that
affect SRs?
- The principles guiding a PRs ability to
re-program and re-allocate budgets should be
mirrored in the relationship between PRs and SRs - The principle of flexibility between the Global
Fund and PRs must be maintained at the PR/SR
relationship level.
5Issue 45 days to report is difficult with a
large number of SRs
- The Global Fund needs to recognize that while
its desirable to have a large number of SRs,
meeting the 45 day requirement is difficult, and
therefore the Fund needs to be flexible and
creative in revising its reporting requirements
where necessary.
6Issue NGOs reporting to government PRs may
compromise their independence.
- The Global Fund must reinforce to CCMs that a
Country may have more than one PR for one disease
component, and still support a national strategy. - The CCM is responsible to ensure that programs
are coordinated. - The role of the CCM in this coordination
oversight must be explicit.
7Issue PRs must have the minimum capacities to
manage grants
- While this may seem obvious, many PRs are
reluctant to utilize the necessary resources to
ensure it has the capacity to fully support SRs. - The Global Fund should assess these capacities,
particularly during the Phase 2 decision making
process.
8Issue SRs located in isolated areas make
communications difficult.
- Better use of technology where appropriate, e.g.,
the Pacific Community.
9Issue ME with large number of SRs is difficult.
- Standardize ME Plan, with common indicators, is
a good practice (e.g., Cambodia) - Standardize program reporting requirements can
facilitate disbursements.
