  get on their agenda
• Position membership option as opposed to
  individual membership create in by-laws
• Coincide member retreat membership year cycle

  administration
• List more specific issues
• Personnel/staffing gaps

• ID barriers to participation
• Prioritize issues focus on top few
• Work with other Associations on shared issues
