Combined Wage Claims
  • Interstate Arrangement for Combining Employment
    and Wages
  • The CWC Program is not voluntary.
  • All states -- DC, PR and VI must have provisions
    for combined wage claims.

The CWC RulesThese rules are based on federal
regulations that apply to all states.
  • The claimant must have a combination of covered
    employment and wages in two or more states during
    the base period to file a combined wage claim.
  • A state can be the paying state on a CWC even if
    the claimant never worked in that state.
  • Wages can't be used for a combined wage claim if
    they've been previously used to establish a
    benefit year against any state.
  • The claimant CANNOT choose the paying state on a
    combined wage claim. A combined wage claim must
    be filed against the state in which the claimant
    is physically present, if the claimant is
    eligible under that state's laws.
  • If the claimant can't qualify for an intrastate
    CWC, the paying state must be the state where the
    claimant last worked in covered employment and
    qualifies monetarily. The covered employment
    doesn't have to be in the base period. This is
    called the CWC "order of liability.

CWC Rules continued
  • All wages in all states during the paying state's
    base period must be included when establishing a
    combined wage claim.
  • UCFE wages (assignable to the transferring state)
    can be transferred to the paying state like any
    other wages.
  • Unused UCX wages (previously assigned to another
    state, but not used because they are lag period
    wages) can be transferred like any other wages.
  • Canada is not party to the wage combining
    arrangement. Canada will never be a paying or
    transferring state on a combined wage claim.
  • Wage combining can only be used to make an
    otherwise non-valid claim valid, or to increase
    the benefit amount.
