Reasons for not taking part
  • Resources unavailable at LAs to undertake this
    lengthy piece of work
  • Disagreement of who would collate data within
    the LA
  • Incomplete data held at this time
  • Lack of support/delivery from software companies
  • Difficulties with the XML converter

5
Support Issues
  • Users not setup on COLLECT
  • Expected lists were not up to date
  • Problems with the converter
  • IT security problems with individual browsers
  • LAs losing the website address

6
Resource Issues (DCSF)
  • We needed full time technical support
  • Helpdesk were only partially trained, this
    identified gaps in their knowledge
  • Highlighted small validation errors in the blades

7
  • EYC 2007 Pilot Exercise
  • Main Findings
  • 36 LAs submitted data
  • 88,000 individual child records (approx 19 of
the total funded children from the 2007
    census)

8
  • Duplicates within EY settings
  • Identify child records that might potentially
    be duplicated
  • A child can legitimately be attending more than
one EY setting. It is only a problem if the
total number of funded hours for the child
    breaches the free entitlement

9
  • The following selection criteria were used to
    identify potential duplicates
  • - where two or more records from the same setting
have matching names and the same combination of
    Date of Birth and Gender
  • - where any two or more records have matching
names, the same combination of Date of Birth and
Gender and Postcode and the total of Funded Hours
across the matching records is greater than 12.5

10
  • Pilot exercise has identified
  • 253 potential duplicate records, of which
  • - 214 duplicate records within same LAs
  • - 30 duplicate records within same setting
  • - 9 duplicate records across LAs
