New Information Infrastructure (1)

• New residence registration law (MHA) was
  established.
• Local governments are going to issue ID (smart)
  card to their residence.
• The cards will be useful for identification of
  the peoples in the cyber space, and be key to
  public services through networks.
• Only multi purpose card will be allowed.
• Personal identification information is mandatory.
  But most of local government want to have health
  care applications on the card

New Information Infrastructure (2)

• Contactless Smart Card
• MITI have a project for developing new multi
  purpose smart card.
• Other ministries are carefully watching the
  project.
• More than 70 companies establish a study group to
  discuss the requirement for the new generation
  smart card for public use.

Recent improvements (1)

• The Ministry of Health and Welfare (MHW) has
  allowed digital medical records.
• Required security level in integrity,
  preservability, and viewability

• The public nursing-are insurance system for
  ailing elderly people
• Started April 00.
• MHW is discussing the use of smart card for
  nursing-care plans and the monthly deposit of
  each person.

Recent Improvement (2)

• The Ministry of Justice(MJ), the Ministry of
  Posts and Telecommunication (MPT), and MITI are
  discussing how to realize the electric signature
  law. In earliest, we fill have the new law in
  April next year.
• Japanese Government is going to establish
  Government Public Key Infrastructure (GPKI)
• We need health care professional cards for the
  digital signatures.

Conclusion

• Now we have a lot of health card project among
  the countries, health cards are not so popular.
  But within a few years, lots of local government
  will issue resident card, and they will have
  health care application.
• On the G8 health card activity, we will do our
  best for the demonstration.
